Bid process coordinator PFC Consulting Ltd (PFCCL) recently initiated the bidder selection process for an interstate transmission system (ISTS) scheme concerning drawal of power at the upcoming South Kalamb substation in Maharashtra.
The scheme is officially termed as “Network expansion scheme for drawal of power at South Kalamb substation: Part A” and has an implementation period of 24 months from the date of SPV transfer.
The last date for submission of technical and financial bids is currently set at November 25, 2025.
As discussed in tndindia.com’s story dated August 13, 2025, the overarching South Kalamb scheme will have three components. While Part A is being developed under the TBCB mode, Part B and Part C have been assigned under the regulatory tariff mechanism (RTM) framework.
Part A, for which bidding has now been initiated, involves creating new bus sections — two of 765kV and two of 400kV – at the upcoming South Kalamb substation. Three interconnecting transformers (765/400kV, 1500 MVA) will also be put up at the said substation. Besides, three existing 400kV double-circuit lines, including Nagothane-Padghe, Pune-Navi Mumbai and Pune-Vikhroli, will be looped in and out at the South Kalamb substation.
The South Kalamb substation is coming up through another ISTS-TBCB scheme housed under “WRNES Talegaon Power Transmission Ltd”, a subsidiary of Adani Energy Solutions Ltd. As such, the South Kalamb substation is scheduled to commission by January 2028.
A new HVDC terminal is also envisaged near South Kalamb under the TBCB framework for which bidding has yet to begin. This terminal will come up over the next five years or so.
The scheme under discussion (South Kalamb: Part A) seeks to expedite the transmission system downstream of South Kalamb substation. It has an estimated project cost of Rs.901 crore. The present scheme will bring direct feed in to Mumbai and is seen to help increase available transfer capacity (ATC) in the Mumbai area.
Technical consultant
According to information available, PFCCL recently appointed Nagpur-based MNEC Consultants Pvt Ltd as the technical consultant to this project. Other contenders like GIS Data Solutions, Pratik Surveyors and Xplorer Consultancy were in the fray, it is learnt.
