CERC adopts tariff for Rajasthan IV 4B Power Transmission

Central Electricity Regulatory Commission (CERC) has adopted the transmission tariff for an interstate transmission system (ISTS) scheme housed under “Rajasthan IV 4B Power Transmission Ltd.”

In a recent order, CERC approved the tariff (annual transmission charge) for Rajasthan IV 4B Power Transmission, which was acquired by Dineshchandra R. Agrawal Infracon Pvt Ltd (DRAIPL) under the tariff-based competitive bidding (TBCB) framework.

Incidentally, this project marks DRAIPL’s foray in the power transmission development space.

The winning tariff quoted by DRAIPL – Rs.5556.25 million – has now been adopted by CERC. This adoption is subject to DRAIPL securing the transmission licence for Rajasthan IV 4B Power Transmission Ltd, which is in progress. CERC, in an order earlier in April 2025 granted interim transmission licence and the final licence, expected soon, is subject to fulfillment of certain conditions.

The ISTS-TBCB scheme to be developed by Rajasthan IV 4B is termed as “Transmission system for evacuation of power from Rajasthan REZ Phase-IV (Part 4: 3.5 GW): Part B” and its transmission elements will come up in Rajasthan.

The major elements of this scheme include a new 2×1500 MVA, 765/400kV AIS substation at Merta (to be known as Merta-II substation) with double-circuit connectivity to other substations like Barmer-I Pooling Station, Beawar and Dausa – all in Rajasthan.

With an estimated cost of Rs.5,177 crore, this project is scheduled to commission by December 2026.

 

Bidding process

According to information available, four bidders – DRAIPL, Power Grid Corporation of India Ltd (PGCIL), Adani Energy Solutions Ltd (AESL) and Sterlite Power (now Resonia) – had qualified for opening of initial price bids.

DRAIPL was L1 in the initial price bids with a tariff quote of Rs.6219 million, which was nearl 25 per cent than the L2 bid. In the final e-reverse auction (e-RA) stage, DRAIPL lowered its initial bid further by 10.6 per cent to clinch the project. AESL and Sterlite Power did not participate in the e-RA.
