The top three utilities as per the newly-released Distribution Utilities Ranking (DUR) Report for FY2024-25 have retained their previous year’s ranking.
Released by the Union power ministry at the ongoing “Bharat Electricity Summit 2026” today (March 20, 2026), the DUR FY2024-25 Report is the second edition in the series. The first edition, relating to FY2023-24, was released in February 2025.
Highlights of DUR FY2024-25 Report:
- The report covers 66 power distribution utilities (discoms or power departments). The report excludes the performance of 10 utilities due to non-submission of data.
- Utilities have been assigned an overall score (on a scale of 100) by considering the weighted metric of various parameters – IR Report (35 per cent), CSRD Report (35 per cent), RPO achievement (5 per cent), communicable system metering (5 per cent), demand-side response (5 per cent) and resource adequacy (5 per cent) [See endnote]
- Adani Electricity Mumbai Ltd (AEML), with a combined score of 92.5, was ranked first, followed by Tata Power Delhi Distribution Ltd and Noida Power Company Ltd. These three utilities maintained their previous year’s ranking.
- Of the top ten utilities of DUR FY2024-25, only two utilities saw a drop in their ranking when compared with the previous year’s ranking.
- The top ten utilities included six private utilities (or joint ventures with respective state governments). The remaining four related to state governments of Gujarat, Kerala, Maharashtra and Assam. (See table)
- The 66 utilities covered in the latest report include 10 urban utilities and 15 “Special Category” utilities (covering northeastern states, Sikkim and Union Territories). Incidentally, out of the 10 urban utilities, seven featured in the overall list of top 10 utilities.

Key observations for urban utilities
- The report has some observations with respect to the ten urban utilities featured in the DUR FY2024-25 Report. The utilities are: AEML, Tata Power-DDL, NPCL, BEST, TCED, BRPL, BYPL, NDMC, Tata Power and KESCO.
- While AEML has earned first rank, its score in the “demand-side response” category offers scope for improvement.
- Tata Power scored very well in all categories. However, as it got a nil score in the “IR Report” category for non-participation. Otherwise, Tata Power could have earned a much higher rank.
- AEML, KESCO, TCED and TPCL have achieved a perfect score in system metering by equipping all their feeders and distribution transformers with meters that have automatic remote meter reading capabilities. All other utilities have room for improvement in this area.
- None of the utilities have achieved full marks in RPO achievement indicating that they have not met their renewable energy purchase obligations and all discoms need to improve in this area, the report said.

- “IR Report” stands for the “14th Integrated Rating and Ranking Report,” released by the Union power ministry in January 2026. “CSRD Report” indicates the “Consumer Service Rating of Discoms” report for FY2024-25 released by the Union power ministry on March 20, 2026, along with DUR FY2024-25 report.
- The three urban utilities not featuring in the overall top 10 utilities are: Kanpur Electricity Supply Company Ltd (KESCO), New Delhi Municipal Corporation (NDMC) and Tata Power.
