Khavda RE transmission system scheme completed

Power Grid Corporation of India Ltd (PGCIL) has completed an interstate transmission system (ISTS) scheme associated with integration of renewable energy projects from Khavda RE zone in Gujarat.

According to latest statistics released by Central Electricity Authority (CEA), the ISTS scheme officially termed as “Transmission network expansion for integration of RE projects from Khavda potential RE zone” and housed under project SPV “Powergrid Khavda RE Transmission System Ltd” was completed in July 2025.

The scheme involved putting up a 765kV double-circuit line from Banaskantha to Ahmedabad of around 270 ckm, in Gujarat. With an estimated cost of Rs.953 crore, the scheme was originally scheduled to commission by March 21, 2025 but faced a time overrun of around four months.

PGCIL won this scheme under the tariff-based competitive bidding (TBCB) modality and acquired the project SPV, then known as “Khavda RE Transmission Ltd,” from bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL), on March 21, 2023.  PGCIL is set to earn annual transmission charges of Rs.773.27 million from this scheme.

 

Beawar-Dausa transmission scheme

It is further learnt that during July 2025 itself, PGCIL commissioned a 400kV double-circuit line of 44 ckm. This line is a LILO of both circuits of the existing 400kV double-circuit Agra-Jaipur line at Dausa in Rajasthan, and was charged on July 13, 2025.

This element is part of a larger ISTS scheme housed under “Powergrid Beawar Dausa Transmission Ltd” acquired by PGCIL under TBCB mode in October 2023.

The entire scheme referred to as “Transmission system for evacuation of power from Rajasthan REZ (20 GW) under Phase III, Part H” has several other elements, together aiming to add 651 ckm of transmission lines and 3,000 MVA of substation capacity. With an estimated outlay of Rs.1,910 crore, this scheme was originally scheduled to fully commission by April 2025.

A significant element of this scheme is the 765kV double-circuit line from Beawar to Dausa, spanning 474 ckm. This line ran into RoW-related difficulties at certain locations in Beawar and Ajmer districts of Rajasthan. However, work is now progressing with 608 tower foundations out of the total 634 erected, as of July 31, 2025. Stringing was also learnt to be completed to the extent of around 40 per cent.

The entire project, which also includes a greenfield 765/400kV, 2×1500 MVA substation at Dausa, is now estimated to fully commission by December 2025. A LILO of both circuits of the existing 765kV double-circuit Jaipur (Phagi) – Gwalior line, at Dausa, is also part of the overall project.

 

Cumulative performance

During the first four months (April to July) of FY26, a total of four ISTS-TBCB schemes were fully commissioned. Three of these were by PGCIL and one by Adani Energy Solutions Ltd. An estimated 589 ckm of transmission lines and 7,320 MVA of transformation capacity were added to ISTS network by these four schemes.
