Mundra green hydrogen transmission scheme likely to be delayed further

The interstate-TBCB scheme involving supply of RE to upcoming green hydrogen/green ammonia plants in the Mundra region of Gujarat is likely to be delayed further.

In its latest meeting, the National Committee on Transmission (NCT) decided that the scheme will be taken up by the committee as and when demand for green hydrogen/green ammonia in the Mundra region is foreseen.

NCT’s decision, in turn, follows the opinion expressed by the Union ministry of new & renewable energy (MNRE) that there was no visibility of green hydrogen/green ammonia projects in the Mundra region.

On its part Central Transmission Utility of India Ltd (CTUIL) also said that no GNA (general network access) was received up to mid-April 2026 against the planned capacity of 3 GW.

The ISTS scheme under discussion is termed as “Transmission system for supply of power to green hydrogen/green ammonia manufacturing potential in Mundra area of Gujarat under Phase-I: Part B1 scheme (3 GW at Navinal substation)”.

The project is housed under SPV “Mundra I Power Transmission Ltd” that was acquired by Adani Energy Solutions Ltd in March 2025 under the tariff-based competitive bidding route.

Estimated to cost Rs.2,817 crore, the project has a scheduled implementation period of 36 months (commissioning date: March 20, 2028)

 

Licence delayed further

The transmission licence to Mundra I Transmission Ltd is still pending. In its order dated October 30, 2025, CERC ruled that since there are no dedicated users of the proposed transmission system, the petitioner Mundra I Transmission Ltd and CTUIL should approach NCT to reassess the transmission scheme, and approach CERC thereafter.

Now that the NCT has decided that the matter would be taken up only when demand for green hydrogen/green ammonia in the Mundra region firms up, the transmission licence will get further delayed and so would the project.

Meanwhile, Adani Group also placed before CERC that its group company Adani New Industries Ltd (ANIL) would be setting up a green hydrogen/green ammonia plant at Mundra, thereby creating a bulk consumer for the proposed transmission scheme. However, this proposition did not find favour with CERC.

 

Similar case

It may be mentioned that Tata Power’s ISTS-TBCB scheme housed under “Gopalpur Transmission Ltd” is similarly stuck for want of transmission licence. This scheme, interestingly, also aims to supply RE power to upcoming green hydrogen/green ammonia plants in the Gopalpur region of Odisha.

NCT, in a recent meeting, established the commercial feasibility of the transmission scheme and Tata Power is believed to have approached CERC for the transmission licence, now backed by NCT’s favourable stance. CERC was yet to issue the transmission licence to Gopalpur Transmission Ltd, as of May 4, 2026.
