PFC Consulting incorporates four SPVs for intrastate-TBCB schemes

Bid process coordinator PFC Consulting Ltd has newly incorporated four wholly-owned subsidiaries that will act as special purpose vehicles (SPVs) for the development of as many intrastate transmission system (InSTS) schemes, the developer of which will be selected under the tariff-based competitive bidding (TBCB) mechanism.

Here are broad details of the four cases:

SPV: Babai Transmission Ltd
Scheme: Transmission system for 765kV GSS Babai along with associated transmission system [GSS = grid substation]
State: Rajasthan
Current bidding status: Yet to commence

 

SPV: Bikaner Transmission Ltd
Scheme: Transmission system for 765kV GSS Bikaner (Pugal) along with associated transmission system [GSS = grid substation]
State: Rajasthan
Current bidding status: Yet to commence

 

SPV: Humnabad Power Transmission Ltd
Scheme: Transmission system for 400kV Humnabad substation in Bidar district, along with associated transmission system
State: Karnataka
Current bidding status: Under bidding, last date of submission of response to RfP is April 28, 2026

 

SPV: Hebbani Power Transmission Ltd
Scheme: Transmission system for 400kV Hebbani substation in Mandya district, along with associated transmission system
State: Karnataka
Current bidding status: Under bidding, last date of submission of response to RfP is April 28, 2026

 

In each of the above four cases, it is learnt that PFC Consulting Ltd has appointed the project technical consultant.

 

Overall status in Rajasthan & Karnataka

According to information available with tndindia.com, there are currently ten intrastate-TBCB schemes in Karnataka under various stages of developer selection. Bidding is underway in the case of four schemes – Hebbani, Humnabad, Sharavathi and Ryapte (re-bidding). With respect to another four – Devanagundi, Kushtagi, Benachigere and Kempegowda – bidder selection has yet to be initiated.

Letters of intent have been issued to successful developers in the case of two schemes – Mekhali (Dilip Buildcon) and Hampapura (Resonia). The formal SPV transfer in both cases was pending as of April 15, 2026.

It may be noted that the bidder selection process for two intrastate schemes in Karnataka – Hosakote and Devanahalli – was cancelled for administrative reasons.

In Rajasthan, bidding has been initiated for two schemes – Dholpur and Kankani – while the process is expected to begin soon for three other schemes – Bikaner, Babai and Jaisalmer.
