Power Grid Corporation of India Ltd (PGCIL) has received the letter of intent for developing an intrastate-TBCB scheme in Maharashtra involving a greenfield 765kV GIS substation near Pune.
In a stock exchange filing, PGCIL said that it has been named successful bidder under the tariff-based competitive bidding (TBCB) framework to establish an intrastate scheme in Maharashtra named “Establishment of 765kV GIS Pune West (District: Pune)” on BOOT basis.
PGCIL received the letter of intent from bid process coordinator PFC Consulting Ltd (PFCCL) on October 16, 2026. PGCIL’s wining tariff (annual transmission charges) was Rs.199.55 crore, the Central PSU said in the filing.
The project comprises establishment of new 765/400 kV GIS Pune West substation in Maharashtra. It also involves construction of 765kV and 400kV transmission lines, along with associated bays, traversing through the state.
Background
As reported by tndindia.com on August 17, 2026, three bidders – PGCIL, Adani Energy Solutions Ltd (AESL) and Resonia Ltd – were in the fray for this project housed under “Pune West Power Transmission Ltd,” a wholly-owned subsidiary of PFCCL.
The project mainly involves building the greenfield 765/400kV Pune (West) substation of 2×1500 MVA capacity. This substation will be connected to the existing 400kV Hinjewadi substation of state transco MSETCL by a 400kV double-circuit line. Besides, the upcoming Pune (West) substation will be LILOed to the 765kV double-circuit Pune-III – South Kalamb line, which is part of the interstate transmission system (ISTS) network. The project is scheduled to commission in 24 months from SPV transfer date.
Second intrastate-TBCB scheme in Maharashtra
For PGCIL, this is the second intrastate-TBCB scheme in Maharashtra after the formal acquisition of “NES Pune East New Transmission Ltd,” on March 12, 2026. This SPV has since been renamed as “Powergrid West Maharashtra Transmission Ltd.” This scheme also involves building a 765kV substation – 765/400kV, 2×1500 MVA Pune (East) – but of the AIS type.
Upcoming awards
In the coming weeks, three letters of intent are likely to be issued for at least three intrastate-TBCB schemes in Maharashtra, for which L1 bidders have been declared. While Dilip Buildcon has been named L1 bidder for two schemes – Dharashiv and Yavatmal, Resonia has won Beed-Parli. Besides, bidders have been shortlisted for at least three more schemes – Apta, Western Ghats PSP and Kesurdi – but results are not yet officially available.
On September 28, 2026, three intrastate-TBCB schemes in Maharashtra were formally transferred to successful bidders, taking the state’s total tally to 13.
