RECPDCL incorporates project SPV for ISTS-TBCB scheme in eastern region

 

Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has incorporated a project special purpose vehicle (SPV) for the development of an interstate transmission scheme in the eastern region.

In a brief stock exchange filing, REC Ltd said that its wholly-owned subsidiary RECPDCL, on March 27, 2024, has incorporated “ERES-XXXIV Power Transmission Ltd” for development of an interstate transmission system (ISTS) scheme in the eastern region.

The project SPV, currently a wholly-owned subsidiary of RECPDCL will be transferred to the successful bidder selected through the tariff-based competitive bidding (TBCB) mechanism.

The scheme is officially termed as “Eastern Region Expansion Scheme – XXXIX” and, according to information available with T&D India, is expected to cost around Rs.2,898 crore with a scheduled commissioning date of end-June 2026.

 

Bidding status

Bidding for the project is currently underway and by current timelines, initial price bids will be opened on May 20, 2024.

 

Project background

It is estimated that upcoming green ammonia and green hydrogen plants in Gopalpur, Odisha, would need 3 GW of green energy by FY26. The ERES-XXXIV scheme aims to meet this requirement.

The major elements of this scheme would include a new 765/400kV, 2×1,500 MVA GIS substation at Gopalpur and a 765kV double-circuit line, running 205 km, from PGCIL’s existing 765/400kV Angul substation to the upcoming Gopalpur GIS substation, both in Odisha.

It may be mentioned that state power utility OPTCL is also building a 400/220kV substation at Gopalpur that will be part of the intrastate transmission network. ERSS-XXXIX also entails a 20-km connection between OPTCL’s Gopalpur substation and the upcoming 765/400kV Gopalpur GIS substation.
