REC Power Development & Consultancy Ltd (RECPDCL) is seeking survey agencies for pre-project work associated with transmission projects under the tariff-based competitive bidding (TBCB) framework.
Bidding is currently underway and is scheduled to close on March 10, 2026.
RECPDCL, through this exercise, is planning to empanel survey for conducting project survey using modern survey techniques and preparation of survey report of power transmission projects, developed under the TBCB framework.
It is learnt that survey agencies will be empaneled in six schedules, and determination of L1 will be done separately for each schedule.
The six schedules are:
- Survey of transmission lines in plain areas
- Survey of transmission lines in hills
- Survey of transmission lines in northeast India (both plains and hills)
- Survey of transmission lines in Leh, Ladakh and similar terrain (altitude of over 3,000 meters)
- Identification of four alternative sites for substations
- Survey of laying underground cables
RECPDCL as BPC
RECPDCL and PFC Consulting Ltd (PFCCL) are currently the only two bid process coordinators (BPC) for interstate (ISTS) and intrastate (InSTS) projects under the TBCB route.
In FY25, RECPDCL was associated with 26 out of the 45 ISTS-TBCB schemes formally transferred to winning developers. In FY24, RECPDCL’s share stood at nine, out of 23, as per estimates made by tndindia.com.
In FY26 so far (up to March 1, 2026), a total of 15 ISTS-TBCB schemes were formally acquired by winning developers. RECPDCL was associated with six of these. Besides, an estimated 25 ISTS-TBCB are currently under various pre-award stages (planning, under bidding or pending award). RECPDCL is associated with 11 of these, tndindia.com estimates.
In the InSTS-TBCB space, where intensity has significantly built up this fiscal year, around 38 schemes have been initiated since April 1, 2025, as per tndindia.com. These include 20 where RECPDCL has been named BPC.
