Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has formally transferred the project SPV of the Luhri interstate scheme to Terralight Solar Energy Tinwari Pvt Ltd, a subsidiary of EnerGrid.
Terralight Solar emerged winner of the Luhri scheme that is officially termed as “Transmission system for evacuation of power from Sunni Dam HEP and Luhri Stage-I HEP,” under the tariff-based competitive bidding route.
The project SPV “Luhri Power Transmission Ltd” was formally handed over to Terralight Solar Energy Tinwari Pvt Ltd by RECPDCL, on August 21, 2026.
Taking shape in Himachal Pradesh, the Luhri transmission scheme envisages establishment of the 400/220kV GIS Nange Pooling station, a 400kV double-circuit line of 50 km (not ckm) from Nange PS to Koldam, along with other associated works.
Estimated to cost Rs.839.55 crore, the project is scheduled for commissioning by October 15, 2029, which matches the commissioning schedule of the Sunni Dam HEP and the Luhri Stage-I HEP being developed by Central PSU SJVNL Ltd.
Tariff
Terralight Solar Energy Tinwari Pvt Ltd, a subsidiary of EnerGrid won the project quoting an annual transmission charge (tariff) of Rs.1443.52 million.
Background
On August 13, 2026, tndindia.com had reported that EnerGrid would be investing Rs.5,800 crore on its two ISTS-TBCB wins, including Luhri for which it had received the letter of intent from RECPDCL. (Read full story). Prior to this, tndindia.com’s story dated July 23, 2026 discussed EnerGrid being amongst the three qualified bidders for the Luhri scheme, alongside PGCIL and Resonia Ltd.
It may be mentioned that the Luhri scheme has been in the bidding stage since March 2022, and it was only in April 2026 that bidding for the scheme began afresh after a serious change in project scope. (Refer tndindia.com story dated March 30, 2026).
Third ISTS-TBCB win for EnerGrid
For EnerGrid, the Luhri scheme represents the third ISTS-TBCB win after Morena I SEZ Transmission Ltd (acquired in February 2026) and Shongtong Power Transmission Ltd (July 2026).
Terralight Solar Energy Tinwari Pvt Ltd (TSETPL) is a subsidiary of “Enerica 3 Infra Pvt Ltd,” in turn a subsidiary of “Enerica Regrid Infra Pvt Ltd” (EnerGrid). EnerGrid is a new investment platform co-promoted by IndiGrid Infrastructure Trust (IndiGrid), British International Investment (BII) and the Norwegian Climate Investment Fund (Norfund). IndiGrid would henceforth be bidding for power transmission and BESS projects, under TBCB, through EnerGrid, and not by itself.
