RECPDCL transfers Jalna intrastate-TBCB scheme to MSETCL, third win for Maharashtra state transco

Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has formally transferred the project SPV housing the Jalna intrastate transmission system (InSTS) scheme in Maharashtra to winning developer Maharashtra State Electricity Transmission Company Ltd (MSETCL).

In a release, RECPDCL said that the project SPV “Jalna Power Transmission Ltd” was formally transferred to MSETCL on June 12, 2026. MSETCL had emerged as the winning developer under the tariff-based competitive bidding (TBCB) mechanism.

Termed as “Establishment of 400/132kV AIS Jalna (Dist. Jalna),” the project involves putting up the aforementioned Jalna substation equipped with 3×315 MVA transformers and 1×125 MVAr bus reactors at 400kV level.

The Jalna AIS will be linked to other existing substations such as 132 kV Jalna MIDC, 220kV Partur, 132kV Ghansawangi and 132kV Utwad. Along with other auxiliary infrastructure, the overall project is expected to cost around Rs.912 crore and has an implementation timeframe of 24 months. The total infrastructure envisaged by the project is 35 km (not ckm) of lines and 945 MVA of transformation capacity.

 

It is independently learnt that MSETCL quoted the winning tariff (annual transmission charge) of Rs.1537.34 million (around Rs.154 crore), making it the state transco’s largest TBCB scheme in terms of tariff, formally acquired so far.

 

Jalna was a keenly contested scheme with six bidders in the fray – MSETCL, Resonia, Adani Energy, PGCIL, KCC Buildcon and Montecarlo – four of which (three others yet unknown) progressed to the final e-reverse auction stage.

 

Third for MSETCL, eighth for Maharashtra

The Jalna scheme represents the third intrastate-TBCB scheme in Maharashtra, formally acquired by MSETCL. The state transco debuted in the TBCB space with the acquisition of Saswad Transmission Ltd and Umred Power Transmission Ltd, both on February 26, 2026.

Five other intrastate-TBCB schemes in Maharashtra have been formally transferred to their respective winning developers – Velgaon (Ceigall India), Wagdari (KCC Buildcon), NES Dharashiv (Montecarlo), NES Pune East New (PGCIL) and Jejuri-Hinjewadi (Tata Power).

 

In tndindia.com’s assessment, MSETCL is also the first state transco to develop intrastate transmission projects under the TBCB framework.

 

Progressing with TBCB

Maharashtra appears to be making steady progress with respect to harnessing the TBCB framework for its intrastate grid development. Apart from the eight schemes formally awarded, one more (Musalgaon) is on the verge of award. MSETCL and a private developer are the only players in the fray for this scheme. In addition, there are at least 14 schemes for which bidder selection process is currently underway, as per tndindia.com’s internal research.

On the other hand, one TBCB scheme in Maharashtra, where bidding even reached the e-reverse auction (e-RA) stage, will now be implemented under the RTM framework, following the discovery of untenable tariffs. (Read full story)
