Ryapte intrastate-TBCB scheme in Karnataka comes up for re-bidding

Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has called for fresh bids for the Ryapte intrastate-TBCB scheme in Karnataka, annulling the previous bidder selection process.

Speaking to tndindia.com, an informed source said that the previous round of bidding had to be annulled as all the financial bids (tariffs) received exceeded the benchmark tariff worked out by the bid evaluation committee (BEC).

RECPDCL is seeking developers for an intrastate scheme in Karnataka, termed as “Evacuation scheme for 2,000 MW solar park at Ryapte village, Tumkur district,” under the tariff-based competitive bidding (TBCB) framework.

The project is housed under “Ryapte Power Transmission Ltd,” currently a wholly-owned subsidiary of RECPDCL.

As per the present timelines, the last date for submission of technical and financial bids (response to RfP) is set at April 6, 2026. Bids will be opened on the same date.

 

Shortlisted bidders

As reported by tndindia.com on January 29, 2026, five bidders were shortlisted for opening of initial price bids. However, with all price bids exceeding the benchmark tariff, RECPDCL has reinitiated the process, setting back the bidder selection exercise by at least two months.

The bidders in the fray were The five shortlisted aspirants include Power Grid Corporation of India Ltd (PGCIL), Adani Energy Solutions Ltd (AESL), Resonia Ltd, Tata Power and KCC Buildcon Pvt Ltd.

 

Project outline

The Ryapte transmission scheme aims at developing power evacuation infrastructure associated with the 2-GW Ryapte solar park in Tumkur district, Karnataka. The scheme involves building two substations – 5×500 MVA, 400/220kV, Ryapte (AIS) and 3×500 MVA, 400/220kV, Doddathaggalli (GIS). These two substations, besides being interconnected, with also have connections to existing state transco substations like Kolar, Malur and Ekarajapura.

 

Cumulative status

As per information available with tndindia.com, no intrastate-TBCB scheme in Karnataka has yet been formally transferred to its winner, as of March 7, 2026.

However, the southern state has announced winners for two schemes – Mekhali Power Transmission Ltd (Dilip Buildcon Ltd) and Hamapapura Power Transmission Ltd (Resonia Ltd).

For Dilip Buildcon, the Mekhali scheme marks the company’s entry in the power development space, while for Resonia – a longstanding player in the ISTS space – Hampapura signifies the company’s debut on the intrastate transmission development landscape.

Excluding Ryapte that has come up for re-bidding, the bidder selection for at least two schemes in Karnataka – Hebbani and Humnabad – is currently underway. Besides, at least five more schemes are likely to come up for bidder selection soon.
