Two in race for intrastate transmission project in Uttar Pradesh

 

Two bidders have qualified to submit their price bids for an intrastate transmission project in Uttar Pradesh, under the tariff-based competitive bidding (TBCB) mechanism.

It is reliably learnt that bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has shortlisted two bidders – Power Grid Corporation of India Ltd (PGCIL) and Megha Engineering & Infrastructures Ltd (MEIL) – for an intrastate transmission scheme in Uttar Pradesh.

Housed under SPV “Meerut Shamli Power Transmission Ltd,” the project involves construction of a 400kV double-circuit line from 765kV Meerut substation to the 400kV Shamli substation, in Uttar Pradesh. While the Meerut substation is under construction, the one at Shamli is yet in proposal stage.

The objective of the scheme – estimated to complete in 12 months from effective date — is to provide quality power to the industrially growing National Capital Region (NCR) around Meerut.

 

Being an intrastate scheme, the selected bidder will enter into a transmission service agreement (TSA) with Uttar Pradesh Power Transmission Corporation Ltd (UPPTCL).

 

MEIL and PGCIL in the TBCB space

MEIL is a relatively new but upcoming player in the power transmission development space. According to information available with T&D India, if Meerut Shamli Power Transmission Ltd is clinched by MEIL, it would be the company’s second project in the intrastate transmission space. MEIL has been selected as successful bidder for an intrastate scheme in Madhya Pradesh, under project SPV “MP Power Transmission Package-1 Ltd.”

The company has also won two interstate schemes in TBCB mode – Khandukhal Rampura Transmission Ltd (currently under construction) and KPS1 Transmission Ltd (acquired in April 2023).

PGCIL is well entrenched in the intrastate power transmission development space. In Uttar Pradesh itself, it is developing at least four schemes under the following SPVs:

  1. Powergrid Gomti Yamuna Transmission Ltd
  2. Powergrid Meerut Simbhavali Transmission Ltd
  3. Powergrid Rampur Sambhal Transmission Ltd
  4. Powergrid Jawaharpur Firozabad Transmission Ltd

It may be mentioned that Adani Group is also associated with two intrastate schemes in Uttar Pradesh, housed under “Obra-C Badaun Transmission Ltd” and “Ghatampur Transmission Ltd.”
