PFCCL incorporates project SPV for green hydrogen scheme in Gujarat

Bid process coordinator PFC Consulting Ltd (PFCCL) recently incorporated a wholly-owned subsidiary for development of an ISTS-TBCB scheme associated with upcoming green hydrogen plants in the Kandla region of Gujarat.

In a stock exchange communication, PFCCL said that “Kandla GHA Power Transmission Ltd” has been incorporated to house an ISTS-TBCB scheme known as “Transmission system supply of power to Green hydrogen/ammonia manufacturing potential in Kandla area of Gujarat (Phase-I: 3 GW).”

The scheme is currently under bidding, and the said subsidiary will be transferred to the winning developer selected under the tariff-based competitive bidding (TBCB) modality.

The transmission scheme seeks to create infrastructure to supply 3 GW of renewable energy to upcoming green hydrogen/ammonia manufacturing units in Kandla region, including those by Greenko Group, Renew Power and Ocior Energy.

It is estimated that by end-FY28, green hydrogen plants in Kandla will require around 2,190 MW of green energy. This metric is seen rising to around 6 GW by end-FY30.

The project with an estimated cost of Rs.2,775 crore and with a gestation period of 30 months, involves putting up a new 3×1500 MVA, 765/400kV substation (GIS) at Kandla. This will be connected to the upcoming Halvad substation, also in Gujarat, by a 765kV double-circuit line running 140 km.

 

Use of drones

In a related development, PFCCL recently made modifications to the tender documents related to the aforementioned Kandla green hydrogen transmission scheme, as well as another ISTS-TBCB scheme related to green hydrogen units at Mundra in Gujarat. [The Mundra scheme is officially termed as “Transmission system for supply of power to Green hydrogen/ammonia manufacturing potential in Mundra area of Gujarat under Phase-I: Part B1 scheme (3 GW at Navinal substation).”]

 

According to the modifications, stringing of transmission lines passing through forest areas will have to be done using drones.

 

Green hydrogen schemes under bidding

There are at present three ISTS-TBCB schemes under bidding involving supply of RE power to green hydrogen plants. Apart from the Kandla and Mundra schemes discussed above, REC Power Development & Consultancy Ltd (RECPDCL) is carrying out the bidding process associated with “Transmission system for proposed green hydrogen/green ammonia projects in Tuticorin area,” which is housed under “Tuticorin Power Transmission Ltd.”

 

NERES XXV

In an independent development, PFCCL is understood to have newly incorporated a wholly-owned subsidiary “NER Expansion Transmission Ltd” for developing an ISTS-TBCB scheme, currently under bidding, known as “North Eastern Region Expansion Scheme-XXV (NERES-XXV) Part A”.
