Powergrid Raipur Pool Dhamtari Transmission Ltd, a TBCB subsidiary of Power Grid Corporation of India Ltd (PGCIL), has begun commercial operations from its interstate transmission system (ISTS) scheme in Chhattisgarh.

In a stock exchange filing, PGCIL said that Powergrid Raipur Pool Dhamtari Transmission Ltd started commercial operations on its ISTS scheme termed as “Transmission system associated with Western Region Expansion Scheme – XXVII,” with effect from April 16, 2025. The project was fully commissioned on March 26, 2025.

Background

According to information available with T&D India, but not contained in the PGCIL stock exchange filing, PGCIL won this ISTS scheme under the tariff-based competitive bidding (TBCB) framework on March 28, 2023, implying the date of transfer of project SPV from bid process coordinator PFC Consulting Ltd (PFCCL).

The project was originally scheduled to commission in 18 months, which is by September 28, 2024. The project will earn tariff of Rs.297.18 million per year during the concession period,

With an estimated outlay of Rs.260 crore, the project involved putting up of the 400kV double-circuit (quad) transmission line of around 176 ckm from PGCIL’s Raipur Pool substation to the Dhamtari substation of Chhattisgarh State Power Transmission Company Ltd. This transmission line, entirely lying in Chhattisgarh, was supported by four line bays of 400kV each.  No transformation (substation) capacity was envisaged by the project.

Achievement in FY25

In FY25, PGCIL fully commissioned five ISTS-TBCB schemes, including the Powergrid Raipur Pool Dhamtari Transmission Ltd project discussed in this story. The other four were housed under:

  • Powergrid Bhadla Transmission Ltd
  • Powergrid Sikar Transmission Ltd
  • Powergrid Aligarh Sikar Transmission Ltd
  • Powergrid Dharamjaigarh Transmission Ltd

A total of nine ISTS-TBCB projects were fully commissioned in FY25, including four by private sector entities – Adani Energy Solutions, Renew Transmission Ventures and Resonia. (Read full story dated April 11, 2025)
