Tata Power enjoys lower losses in Odisha discoms in FY25

Tata Power has seen lower AT&C (aggregate technical & commercial) losses in its power distribution operations in Odisha, during FY25.

According to an investor presentation filed by Tata Power, AT&C losses in FY25 were lower in three out of the four discoms, than those recorded in FY24.

As can be seen from the table, except for TP Western Odisha Distribution Ltd where AT&C losses were marginally higher (17 per cent in FY25 as against 16 per cent in FY25), those in the remaining three discoms were lower in FY25.

More significantly, the AT&C losses recorded in each of the four discoms in FY25 surpassed the targets set out in the vesting order.

Tata Power has four discoms in Odisha – TP Central Odisha Distribution Ltd (TPCODL), TP Southern Odisha Distribution Ltd (TPSODL), TP Western Odisha Distribution Ltd (TPWODL) and TP Northern Odisha Distribution Ltd (TPNODL).

Each of these is a joint venture between Tata Power and the Odisha government with the private partner holding majority 51 per cent stake and management control.

According to calculations made by T&D India, the overall AT&C losses in Odisha improved to 17.7 per cent in FY25 from 18.7 per cent in FY24. [This is based on a weighted average of losses in the four discoms with electricity purchase representing the weights.]

 

Metering and substation automation

As of March 31, 2025, Tata Power had installed an impressive 13.30 lakh smart meters across its four Odisha discoms with TPWODL sees the highest such number at 4.47 lakh. Smart meter deployments appear to have accelerated sharply during Q4 (January to March) of FY25 given that as of December 31, 2024, the outstanding number of smart meters across the four Odisha discoms was just about 3.61 lakh.

In Q4FY25, Tata Power replaced around 2.7 lakh legacy meters in the four Odisha discoms, taking the cumulative replacements to 38.5 lakh as of March 31, 2025.

Tata Power completed the automation of 90 substations across the four Odisha discoms during Q4 of FY25. This took the total number of automated substations, as of March 31, 2025, to 863 with TPCODL accounting for the highest, at 250.

 

Overall distribution business

For Tata Power’s distribution business, Odisha is the biggest asset with 9.74 million consumers. Besides, Tata Power serves 0.79 million consumers in Mumbai and 2.10 million in Delhi. In each of these three areas, Tata Power is a distribution licensee. Tata Power also has a distribution franchise in Ajmer (Rajasthan) where its wholly-owned subsidiary TP Ajmer Distribution Ltd caters to.17 million consumers.
