Ananthapuram and Mandsaur interstate transmission schemes move closer to award

Bidders have been shortlisted for opening of initial price bids with respect to two ISTS-TBCB schemes housed under project SPVs “Ananthapuram II Power Transmission Ltd” and “Mandsaur I RE Transmission Ltd.”

In the case of the Ananthapuram scheme, bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has recently qualified six bidders, which includes a new entrant – Shivalaya Construction Ltd – a New Delhi-headquartered infrastructure player with a major focus on EPC and annuity road and highway projects.

The remaining five aspirants cover four established players – Power Grid Corporation of India Ltd (PGCIL), Adani Energy Solutions Ltd (AESL), Resonia Ltd (formerly Sterlite Grid32 Ltd) and Enerica 1 Infra Pvt Ltd (a majority-owned subsidiary of IndiGrid).

The sixth is Dilip Buildcon Ltd, a new aspirant that had also recently qualified for an ISTS-TBCB scheme, “Rajgarh Neemuch Transmission Ltd.”

The Ananthapuram ISTS scheme with estimated outlay of around Rs.3,300 crore and a phase-wise completion schedule of 24-30 months, is formally termed as “Transmission system for integration of Ananthapuram-II REZ – Phase II (3 GW).” Taking shape in Andhra Pradesh, the scheme mainly entails setting up the new 765/400kV, 3×1500 MVA Chikkanayakanahalli (CN’Halli) substation, and augmentation of the Ananthapuram-II Pooling Station at both 765/400kV and 400/220kV levels.

 

Mandsaur scheme

A relatively smaller scheme with estimated project of Rs.319 crore, the “Mandsaur I RE Transmission Ltd” scheme saw limited bidder interest.

Bid process coordinator PFC Consulting Ltd (PFCCL) has named three bidders — PGCIL, KCC Buildcon Pvt Ltd and Techno Electric & Engineering Co Ltd – for opening of initial price bids. KCC Buildcon has been participating in the bidding of both interstate and intrastate scheme but has yet to record its first win.

The scheme involves capacity augmentation and creation of new line bays at the Mandsaur Pooling Station in Madhya Pradesh. The completion of this scheme is linked to that of the 765kV double-circuit Mandsaur-Khandwa transmission line envisaged under another ISTS-TBCB scheme being developed by “Powergrid Sirohi Khandwa Transmission Ltd,” a TBCB subsidiary of PGCIL.

 

Current status of ISTS-TBCB schemes

Based on analysis done by T&D India, as of September 15, 2025, there were eight ISTS-TBCB schemes under various stages between shortlisting of bidders to transfer of project SPV. The summary status of these schemes is tabulated below:
