New Delhi-headquartered Shivalaya Construction Ltd is set to make its debut as a developer in the power transmission space.
The infrastructure EPC and annuity player, with a prominent presence in the roads & highways sector, was recently issued the letter of intent for an interstate transmission system (ISTS) scheme, housed under “Ananthapuram II Power Transmission Ltd.”
The LoI was received from bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL), on September 23, 2025, it is reliably learnt.
The formal transfer of project SPV is likely to take place by mid-October 2025 after Union power ministry-related formalities are completed.
As reported by tndindia.com on September 17, 2025, Shivalaya, alongside five other contenders, had qualified for opening of initial price bids. While details on the bidders that made it to the final e-reverse auction (e-RA) stage, it is learnt that Shivalaya’s winning tariff, was around Rs.3,200 million per year.
The Ananthapuram-II scheme has an estimated outlay of Rs.3,300 crore and a phase-wise completion schedule of 24-30 months. It is formally termed as “Transmission system for integration of Ananthapuram-II REZ – Phase II (3 GW).”
Taking shape in Andhra Pradesh, the scheme mainly entails setting up the new 765/400kV, 3×1500 MVA Chikkanayakanahalli (CN’Halli) substation, and augmentation of the Ananthapuram-II Pooling Station at both 765/400kV and 400/220kV levels.
The Ananthapuram-II scheme makes Shivalaya Construction the latest debutant in the ISTS-TBCB space. It joins a steadily growing stream of infrastructure players grooming into power transmission service providers. Over the past 2-3 years, infrastructure companies like G R Infraprojects Ltd, Dineshchandra R. Agrawal Infracon Pvt Ltd and H.G. Infra Engineering Ltd have diversified into power transmission development, winning at least one interstate schemes under the TBCB framework.
Some other EPC players like Dilip Buildcon, KCC Buildcon Pvt Ltd and Ramalingam Construction Company Pvt Ltd have been bidding for ISTS-TBCB schemes but have yet to record their first win.
Shivalaya’s newly-won project represents the second phase (of 3 GW) of setting up evacuation infrastructure associated with the Ananthapuram-II renewable energy zone (REZ) in Andhra Pradesh.
Phase I: The first phase, of 4.5 GW, is being developed by Resonia Ltd, also under the TBCB framework. The project SPV “Anantapur II REZ Transmission Ltd,” was acquired by Resonia on March 31, 2025, and the project is currently under construction. It essentially involves building the greenfield Ananthapuram-II pooling station (4×1500 MVA, 765/400kV & 6×500 MVA, 400/220kV) near Kurnool in Andhra Pradesh. With an estimated cost of Rs.4,679 crore (as estimated by NCT), the scheme will seek to build 614 ckm of transmission lines and 9,000 MVA of transformation capacity (coming from the Ananthapuram-II PS).
Phase II: On its part, Shivalaya Construction, through its newly-won project, will augment capacity at the upcoming Ananthapuram-II PS by another 6,500 MVA. Of this 500 MVA (through 1×500 MVA, 400/220kV) is expected to come up within 24 months, and the bulk of 6,000 MVA (through 2×1500 MVA, 765/400kV and 6×500 MVA, 400/220kV) in six months thereafter. A new 765/400kV, 3×1500 MVA Chikkanayakanahalli (CN’Halli) substation and a 765kV double-circuit line (of about 360 ckm) connecting this substation to Ananthapuram-II PS is also part of the project.
On completion of both the phases, the Ananthapuram-II PS will have a total transformation capacity of 15,500 MVA, arising from 6×1500 MVA, 765/400kV and 13×500 MVA, 400/220kV transformers.
