RECPDCL formally transfers two intrastate schemes in Maharashtra to winning developers

Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has formally transferred two project special purpose vehicles corresponding to as many intrastate transmission system (InSTS) schemes, to their respective winners, selected under the tariff-based competitive bidding (TBCB) framework.

This, according to tndindia.com marks a formal initiation of the TBCB culture in Maharashtra’s intrastate grid development.

The two SPVs — “Velgaon Power Transmission Ltd” and “Jejuri Hinjewadi Power Transmission Ltd” – were respectively transferred to Ceigall India Ltd and Tata Power, on January 9, 2025.

The SPVs were incorporated as wholly-owned subsidiaries of RECPCDL, and with this formal transfer, they will cease to be associated with RECPDCL.

 

Velgaon

As reported by tndindia.com on November 24, 2025, Ceigall India was selected as the winning developer for the Velgaon scheme where it was in the race with other six other contenders, including state utility MSETCL.

The project broadly covers the establishment of the greenfield 400/220kV Velgaon GIS Substation and LILO of 400kV Double Circuit and 220kV Double Circuit & Single Circuit lines at Velgaon substation, along with other associated works.

 

Jejuri-Hinjewadi

Tata Power, as reported by tndindia.com on December 11, 2025, was issued the letter of intent for the Jejuri Hinjewadi scheme that it won in the face of competition from three of the biggest players in the TBCB landscape.

The scheme envisages the establishment of a 400kV double-circuit transmission line of approximately 115 km connecting two existing substations – Jejuri (GIS) and Hinjewadi (GIS). The project will also have four 400kV GIS line bays – two each at the two substations.

For Tata Power, the newly-acquired scheme represents its second greenfield intrastate scheme won under the TBCB modality, after the Jalpura-Khurja scheme in Uttar Pradesh. Incidentally, Tata Power recently reported the commissioning of important elements of this scheme, which is housed under TP Jalpura Khurja Power Transmission Ltd.

 

TBCB in Maharashtra

With the transfer of the two schemes discussed, Maharashtra has formally inducted the TBCB philosophy in its intrastate grid development endeavour. The state currently has a shelf of around 17 TBCB schemes, under various stages of bidder selection.

In the near future, one can expect at least five more schemes, for which bidders have been shortlisted, to be formally transferred to winners.

Interestingly, state transmission operator MSETCL is also actively bidding as a potential transmission service provider for these schemes. While MSETCL has yet to record a win, it is among those qualified for four schemes for which formal announcement of winners is pending.
