PGCIL receives letter of intent for WR-ER Part A interstate-TBCB scheme

Power Grid Corporation of India Ltd (PGCIL) has received the letter of intent for developing an interstate-TBCB scheme termed as “WR-ER interregional network expansion scheme Part-A”.

In a brief stock exchange filing, PGCIL said that it received the letter of intent for this scheme on June 16, 2026, after it emerged as the successful developer under the tariff-based competitive bidding mechanism for develop the WR-ER (Part A) project on build, own, operate & transfer (BOOT) basis.

The project comprises establishment of two new 765/400kV substations in Jharkhand and Chhattisgarh, respectively. Further, the project involves extension of existing Sub-stations in the states of Chhattisgarh and West Bengal along with construction of 765kV and 400kV transmission line traversing through Jharkhand, Chhattisgarh and Odisha.

 

As exclusively reported by tndindia.com on June 11, 2026, PGCIL had emerged L1 bidder in the e-reverse auction, and was on course to acquiring the project.

 

All components awarded

The overarching “WR-ER interregional network expansion scheme” has three components – Part A, Part B and Part C.

While PGCIL received the letter of intent for Part A on June 16, 2026, H.G. Infra Engineering did so on June 13, 2026. The underlying project SPVs will be transferred to the winning developers in due course.

Part B of this scheme, a tiny component of the overarching WR-ER scheme, has been assigned on RTM basis to “Purulia & Kharagpur Transmission Company Ltd,” a subsidiary of IndiGrid.

REC Power Development & Consultancy Ltd (RECPDCL) is the bid process coordinator for both the TBCB components – Part A and Part C.

 

Kakinada-I scheme

PGCIL is also expected to formally acquire another ISTS-TBCB scheme, “Transmission system for proposed green hydrogen/green ammonia projects in Kakinada area, Andhra Pradesh (Phase-I).” PGCIL received the letter of intent for this scheme on June 12, 2026.
