PGCIL commissions Khavda RE evacuation scheme component under RTM

Power Grid Corporation of India Ltd (PGCIL) has announced the commissioning of an interstate transmission system (ISTS) scheme relating to evacuation of RE power from Khavda area in Gujarat.

In a brief stock exchange filing, PGCIL said that it commissioned a project called “Transmission system for evacuation of power from potential RE zone in Khavda area in Gujarat under Phase IV (7 GW) – Part E4” with effect from June 21, 2026.

The date of commercial operation (DOCO) for this project has been declared as July 13, 2026 and the communication to this effect was received by PGCIL on July 14, 2026.

According to information available from other official sources, PGCIL was allotted this ISTS project under the regulated tariff mechanism (RTM) framework in November 2023 and by original plans, was expected to commission by July 2025.

With an estimated cost of Rs.224 crore, the project involved augmentation of transformation capacity at the 765/400kV Padghe GIS substation of PGCIL by 1×1500 MVA, 765/400kV interconnecting transformer (ICT). This has taken the total number of such ICTs at the substation to four. Bay extension works — two each of 400kV and 765kV — at the Padghe substation also formed part of the project.

Located in Maharashtra, the 765/400kV Padghe substation is an important substation of PGCIL, and instrumental in power transfer to state and the Mumbai Metropolitan Region (MMR) in particular.

 

Khavda Phase IV (7 GW): An overview

The overarching scheme “Transmission system for evacuation of power from potential RE zone in Khavda area in Gujarat under Phase IV (7 GW)” aims at RE evacuation of 7 GW from the Khavda region in Gujarat. Under the preceding three phases, evacuation infrastructure of 3 GW, 5 GW and 7 GW, respectively, have been envisaged. Incidentally, there is also a “Phase V” of the scheme that aims at 8 GW RE evacuation.

Phase IV is being implemented as eight components – Part A, Part B, Part C, Part D, Part E1, Part E2, Part E3 and Part E4 – through a combination of TBCB and RTM modalities, and with an overall outlay of Rs.19,000 crore. All the TBCB components are currently under execution. The three RTM components, including the most recent E4, are commissioned as per information available with tndindia.com.

Of the TBCB components, Part E2 is expected to commission by September 2026, followed by both Part A and Part C in March 2027. Part D is likely to commission by September 2027 and Part B, by October 2027.
