Bidder selection process initiated for NERGS-III scheme

The bidder selection process for an ISTS-TBCB scheme “North Eastern Region Growth Scheme-III Siang Basin” has newly begun.

The NERGS-III Siang Basin scheme has PFC Consulting Ltd (PFCCL) as its bid process coordinator. By current timelines, the last date for submission of response to RfP is December 16, 2025. PFCCL will open the technical and financial bids on the same date.

As reported by tndindia.com on September 5, 2025, this interstate scheme will facilitate hydropower evacuation from upcoming projects in Arunachal Pradesh. With an estimated outlay of Rs.1,804 crore, the scheme has a scheduled commissioning date of February 2029.

While PFCCL has not yet incorporated the project special purpose vehicle (SPV) for this scheme, it is reliably learnt that Nagpur-based MNEC Consultants Pvt Ltd was appointed as technical consultant for the project last month.

“NERGS-III Siang Basin” seeks to develop evacuation infrastructure for two upcoming hydropower projects in the Shi-Yomi district of Arunachal Pradesh – Heo (3×80 MW) and Tato-I (3×62 MW). The scheme will also support future projects in the Siang sub-basin (of the Brahmaputra basin) where hydropower potential of around 5,600 MW is expected to be harnessed by 2035. Project elements

“NERGS-III Siang Basin” involves a new 400/220kV GIS substation at Kaying and a new 400kV switching station at Niglok – both in Arunachal Pradesh. Kaying and Niglok will be connected via a 400kV double-circuit (quad) line, running around 100 km.

Niglok will also be connected to the upcoming 400/220/132kV Gogamukh substation via a 400kV double-circuit (quad) line of about 125 km.

 

Role of TEECL

The Gogamukh substation discussed above is being developed through a separate ISTS-TBCB scheme housed under “NERES XVI Power Transmission Ltd” that was awarded to Techno Electric & Engineering Company Ltd (TEECL) in May last year. Incidentally, TEECL is also developing another component of the overarching North Eastern Region Growth Scheme, called NERGS-I, through yet another ISTS-TBCB scheme housed under “NERGS-I Power Transmission Ltd” that it had acquired in July 2024.

 

Schemes under bidding

According to information available with tndindia.com, bid process coordinator PFCCL is currently carrying out the bidder selection process for at least eight ISTS-TBCB schemes, including the NERGS-III scheme discussed in this story. Of these eight, shortlisting of bidders for opening of initial price bids has taken place in one – KPS III HVDC Transmission Ltd. (See tndindia.com story dated September 9, 2025). The only other bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) currently has three ISTS-TBCB schemes under developer selection process.
