CERC adopt transmission tariff of “Rajasthan IV 4A” ISTS-TBCB scheme of PGCIL

Central Electricity Regulatory Commission (CERC) has adopted and approved the transmission tariff of an ISTS-TBCB scheme of Power Grid Corporation of India Ltd (PGCIL) housed under project SPV “Powergrid Ghiror Transmission Ltd,” earlier known as “Rajasthan IV 4A Transmission Ltd.”

In a very recent order, CERC adopted and approved the tariff of Rs.5979.29 million per year that PGCIL’s winning bid during the tariff-based competitive bidding process.

Powergrid Ghiror Transmission Ltd is developing an interstate transmission system (ISTS) scheme termed as “Transmission system for evacuation of power from Rajasthan REZ Phase-IV (Part 4: 3.5 GW).”

Estimated to cost around Rs.5,850 crore and with a gestation period of 24 months, this ISTS-TBCB scheme was formally acquired by PGCIL on December 30, 2024.

The scheme, straddling Uttar Pradesh and Rajasthan, involves putting up 426 ckm of transmission lines and 8,500 MVA of transformation capacity. The major elements of the scheme include augmentation of the existing Barmer-I Pooling Station in Rajasthan by 5,500 MVA and setting up a new 765/400kV, 2×1500 MVA substation near Ghiror in Mainpuri district of Uttar Pradesh.

The upcoming Ghiror substation will be connected to the Dausa substation (coming up under a separate ISTS-TBCB scheme), also in Rajasthan, via a 765kV double-circuit line. There will also be a 400kV double-circuit (quad) line connecting Ghiror to the Firozabad substation of Uttar Pradesh Power Transmission Corporation Ltd (UPPTCL), apart from other smaller lines and LILOs.

 

Bidding process

Three bidders – PGCIL, Adani Energy Solutions Ltd (AESL) and Sterlite Grid32 Ltd (now known as Resonia) – qualified for opening of the initial price bids. PGCIL was L1 with a quote of Rs.7684.20 million based on initial price bids. At the end of the e-reverse auction, PGCIL continued to be L1 with a quote of Rs.5979.29 million that was 22 per cent lower than its initial price bid.

 

Transmission licence

In its order, CERC said that it approves and adopts the single annual transmission charge (tariff) of Rs.5979.29 million subject to grant of transmission licence by CERC to Powergrid Ghiror Transmission Ltd. The transmission charge will remain valid through the period envisaged in the Transmission Service Agreement (TSA), the order said.

 

ISTS-TBCB schemes of PGCIL

Powergrid Ghiror Transmission Ltd (then known as “Rajasthan IV 4A Transmission Ltd” was one of the 26 ISTS-TBCB schemes that PGCIL was formally awarded during FY26. PGCIL had a tariff-based market share of 53.4 per cent in a total of 45 ISTS-TBCB schemes formally transferred to their winning developers during FY25.
