Satyendar Jain, Power Minister, Government of NCT of Delhi, recently visited South Asia’s largest grid-scale battery energy storage system (BESS). Set up by Tata Power Delhi Distribution Ltd, this BESS, located at the Rohini grid substation, was implemented in partnership with AES and Mitsubishi.

Jain was accompanied by Mohinder Goyal, MLA Rithala, and the visit was conducted in the presence of Ganesh Srinivasan, CEO, Tata Power-DDL, a release by the Delhi power utility said.

Tata Power-DDL on its journey to evolve into a “Utility of the Future”, has taken numerous initiatives for providing best-in-class services to its consumers. The BESS at Rohini substation, inaugurated in February 2019, is one such initiative.

Unique features

The BESS was set up to provide add system flexibility, grid stabilization, better peak load management, enhance reliability and protect critical facilities for 1.8 million consumers served by the company. It has a 10MW/10MWh capacity. The battery chemistry used in the plant is lithium ion battery — NMC (Nickel, Manganese and Cobalt Oxide) which has a faster ramp rate.

Need of the hour

Satyendar Jain observed that with rapid growth of rooftop solar power and increasing deployment of electric vehicles, battery energy storage is the need of the hour for Delhi. Tata Power-DDL’s BESS, which has a very fast ramp rate to charge or discharge its full power in a fraction of seconds, will be instrumental in stabilizing the grid.

Features

The 10-mw BESS can be utilized for the following innovative applications:

  • Grid stabilization
  • Peak load management
  • Overload mitigation of power transformer
  • Volt-VAR regulation
  • Reactive Power Management
  • CAPEX deferral
  • Frequency regulation ancillary services
  • Deviation settlement mechanism
  • Life enhancement of the asset

All these applications are fully integrated with the Tata Power-DDL Power System Control Center and can be operated remotely without any manual intervention.

Scaling up

The minister had a detailed discussion on the future plans and options for scaling-up of the BESS and expressed his support for innovative projects to meet the needs of consumers of Delhi and appreciated the efforts of Tata Power-DDL. The minister also shared that Delhi should target a large-scale aspiration, similar to the one taken by Singapore, which is 200 mw by 2025.  This will ensure that the consumers in Delhi benefit from improved reliability, lower cost green power in a cost-effective manner.
