H.G. Infra Engineering Ltd (HGIEL) has made its formal debut in the intrastate power transmission development space by recently acquiring a scheme in Uttar Pradesh, under the TBCB framework.
On September 26, 2026, HGIEL acquired “Ranipur Chunar Transmission Ltd” from bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL).
The company, on May 26, 2026, had announced that it was declared L1 bidder with a tariff quote of Rs.450.11 million per year, getting the better of four other contenders that had qualified for opening of initial price bids. HGIEL subsequently received the letter of intent on August 18, 2026.
The intrastate project that HGIEL would be developing is termed as “Construction of 220/132/33 kV AIS substation, Ranipur (Mau) and 220/132/33kV AIS substation, Chunar (Mirzapur) with their associated lines” and has a gestation period of 18 months.
Aggressive bidding
Based on information newly received, HGIEL put in a very competitive bidding to clinch the project. While the company was L1 with a quote of Rs.450.11 million, the next best bid (L2) was Rs.720 million – nearly 60 per cent higher. The L3 quote was 83 per cent more than L1, while the L4 bid was more than twice the L1 bid. The wide gap between the L1 and remaining bids alludes to the possibility of there being very limited or no activity during the e-reverse auction (e-RA) stage.
TBCB in Uttar Pradesh
For Uttar Pradesh, the Ranpur Chunar scheme represents the first intrastate-TBCB scheme to be awarded after a gap of over 18 months. The March-April period of 2024 was a busy period with the northern state awarding four schemes under TBCB – Jewar, Tirwa and Meerut-Shamli (all acquired by Megha Engineering & Infrastructures Ltd) and Jhalpura-Khurja (acquired by Tata Power).
Uttar Pradesh is perhaps the first state to have deployed the TBCB modality, way back in 2011, even before the formal guidelines and framework, being currently deployed, existed.
It may also be noted that UP has planned to develop as many as 33 substations under the TBCB modality, over the five-year period from FY27 to FY31. (Learn more)
HGIEL’s TBCB projects
While the newly-acquired Ranipur Chunar scheme represents HGIEL’s first in the intrastate-TBCB space, the Jaipur-headquartered infrastructure player has already forayed in the interstate-TBCB development area by winning “Angul Sundargarh Transmission Ltd” in July 2025, followed by “WR ER Part C Power Transmission Ltd” in June this year.
