Overall AT&C losses of distribution utilities improve to 15.04 per cent in FY25

The overall aggregate technical & commercial (AT&C) losses of power distribution utilities improved to 15.04 per cent in FY25 from 15.97 per cent in FY24, as per the 14th Integrated Rating and Ranking of Power Distribution Utilities report released by the Union power ministry recently.

The report is based on the performance of 65 power distribution utilities that include 54 discoms (42 state government-owned and 12 private) and 11 power departments. See tndindia.com story dated January 24, 2026 for more details.

Here are some findings, relating to AT&C losses:

A total of 39 utilities out of the 65 showed reduction in AT&C losses in FY25, when compared to those in FY24. Of the 26 utilities that showed higher AT&C losses in FY25, only three were from the private sector.

The overall AT&C losses of the state government sector (including discoms and power departments) stood at 15.40 per cent in FY25, improving from 16.33 per cent in FY24.

The combined AT&C losses of the 12 private utilities surveyed in the report were 10.05 per cent in FY25, as against 11.00 per cent in FY24. Of these 12 utilities, only three showed higher AT&C losses in FY25, as compared with those in FY24.

Four states – Andhra Pradesh, Delhi, Gujarat and Kerala – showed single-digit AT&C losses in FY25, far superior that the national average of 15.04 per cent, and the state government average of 15.40 per cent. Of these, Kerala was the best with 6.61 per cent, followed by Andhra Pradesh (7.87 per cent), Gujarat (8.25 per cent) and Delhi (8.36 per cent). This metric is only with respect to state government discoms. Gujarat and Delhi, for instance, also have private discoms that have not been considered here.

Major states where overall AT&C losses (with respect to state-owned utilities only) were higher than the national metric included Maharashtra (17.69 per cent), Madhya Pradesh (22.76 per cent), Punjab (19.21 per cent) and Telangana (19.84 per cent).

Odisha, the only state where power distribution has been entirely privatized, recorded AT&C losses of 17.81 per cent in FY25. Though this exceeded the national average, there has been a progressive reduction of such losses from 21.67 per cent in FY23 and 19.59 per cent in FY24.

In Delhi, where power distribution is also entirely privatized except for a small area under New Delhi Municipal Corporation (NDMC), overall AT&C losses by private utilities stood at a remarkable 6.48 per cent in FY25, improving from 6.86 per cent in FY23 and 6.74 per cent in FY24.

At the utility level, across all ownership groups, private licensee Torrent Power – Surat showed the lowest AT&C losses, at 3.24 per cent in FY25, and that too, improving from 3.69 per cent in FY23 and 3.41 per cent in FY24. Next in order was Torrent Power – Ahmedabad with 3.80 per cent. Coming third was state government utility Dakshin Gujarat Vij Company Ltd (DGVCL) with 4.26 per cent AT&C losses in FY25. Interestingly, all these three utilities operate in Gujarat.
