Project implementation agency PFC Consulting Ltd (PFCCL), a wholly-owned subsidiary of Power Finance Corporation Ltd, has sought financial bids for undertaking smart metering in select areas of Tamil Nadu.
It may be noted that financial bids are being sought only from the seven agencies (AMISPs) already empaneled by PFCCL in March 2025, under “Group 1”.

The “Group 1” mentioned above refers to top-tier service providers that can cater to contracts of up to 2 lakh smart meters.
PFCCL has been appointed as Project Implementation Agency (PIA) by the state discom Tami Nadu Power Distribution Corporation Ltd (TNPDCL) for implementation of smart prepaid metering, involving 1.25 lakh smart meters. These include 0.90 lakh single-phase LT smart meters and 0.35 lakh three-phase LT smart meters.
The area covered by this project Chennai, Kanchipuram, Villupuram and Tiruvannamalai regions of Tamil Nadu under the Revamped Distribution Sector Scheme (RDSS).
Through this tender, PFCCL intends to appoint an agency as AMISP for providing assistance in implementation of the said project.
It may be mentioned that under RDSS, a total of 3 crore smart meters are expected to be installed in Tamil Nadu. In early 2025, the state government cancelled a tender, valued at around Rs.19,000 crore and involving 8.2 million smart meters, citing high costs. Adani Energy Solutions Ltd had emerged L1 bidder for this tender. Alongside, the tendering process of three other projects, was also rescinded.
The PFCCL tender discussed in this story marks the revival of the RDSS-backed smart metering exercise in Tamil Nadu.
According to information officially released by National Smart Grid Mission (NSGM), Tamil Nadu is implementing a small project involving 1.41 lakh smart meters. Awarded in January 2021, this non-RDSS project promoted by the TN state power distribution utility, has seen the installation of around 1.28 lakh smart meters till end-February 2026.
