PFCCL incorporates SPV for Khavda transmission scheme

PFC Consulting Ltd (PFCCL) has incorporated a wholly-owned subsidiary for development of an interstate transmission system (ISTS) scheme related to power evacuation from the Khavda renewable energy zone in Gujarat.

In a stock exchange communication, Power Finance Corporation (PFC) said that PFCCL, its wholly-owned subsidiary, has incorporated a project special purpose vehicle “Pune-III Transmission Ltd.” for the development of an ISTS scheme officially termed as “Transmission system for evacuation of power from potential renewable energy zone in Khavda Area of Gujarat under Phase-IV (7 GW): Part D”.

This SPV is currently a wholly-owned subsidiary of PFCCL and will be transferred to the successful developer chosen under the tariff-based competitive bidding (TBCB) modality. PFCCL is acting as the bid process coordinator for selection of developer of this transmission scheme.

According to information available from official documents, but not contained in the PFC stock exchange filing, the transmission scheme housed under “Pune-III Transmission Ltd” will involve, among other elements, the following:

  • A new Pune-III GIS substation (2×1500 MVA, 765/400kV and 3x500MVA, 400/220kV)
  • A new 765kV double-circuit line from Boisar-II substation to New Pune-III GIS substation
  • LILO of 765kV double-circuit Narendra (New) – Pune GIS at Pune-III

 

The project is scheduled to commission within 24 months from the transfer of project SPV to the successful bidder.

 

Incidentally, bidding for this project is currently underway, and by current thinking, RfP (technical bids) are scheduled to be opened on January 24, 2024

 

Background

Transmission systems for evacuation of up to 15 GW from the Khavda renewable energy (RE) park in Gujarat is already under development, termed as Phase I, Phase II and Phase III. The subject scheme is part of the transmission system for evacuation of a further 7 GW (over and above 15 GW), falling under Phase IV.

Phase IV, in turn, has five components (Part A, B, C, D and E2) that will be developed under the TBCB mode and three components chosen for development under the RTM route.

The project SPVs corresponding to the five TBCB components are:

  • Part A: Khavda IV A Power Transmission Ltd
  • Part B: SPV under incorporation
  • Part C: Khavda IV C Power Transmission Ltd
  • Part D: Pune-III Transmission Ltd
  • Part E2: Khavda IV-E2 Power Transmission Ltd

It may be mentioned that under Phase V of the overall Khavda RE evacuation scheme, evacuation infrastructure for another 8 GW has been envisaged, potentially taking the total transmission capacity from the Khavda RE Park to 30 GW.
