PGCIL commissions intrastate TBCB project in Madhya Pradesh

Power Grid Corporation of India Ltd (PGCIL), in a brief stock exchange filing, said that it has commissioned an intrastate power transmission scheme in Madhya Pradesh, developed under the tariff-based competitive bidding (TBCB) mode.

The transmission scheme, housed under project SPV “Powergrid Bhind Guna Transmission Ltd” (a wholly-owned subsidiary of PGCIL) involved, among other things, the construction of the 400kV Guna substation the 220kV Bhind substation, both in Madhya Pradesh.

The project, developed on build, own, operate and maintain (BOOM) basis was commissioned on October 6, 2022, PGCIL said. The project has a concession period of 35 years.

Though the stock exchange filing did not disclose any further details, the following is learnt from official documents.

The project officially termed as “Transmission system for intra-state transmission work associated with construction of 400kV substation near Guna (Guna district) and intrastate transmission work associated with construction of 220kV  substation near Bhind (Bhind district)” was scheduled to commission within 36 months from “effective date”.

The important project elements are:

 

(A) Intrastate transmission work associated with construction of 400kV substation near Guna

  • 400 kV DCDS (Quad Moose) line from Bina (MPPTCL) to Guna (New) with 2 X 80MVAR Switchable line reactor at Guna end
  • 220kV DCDS line from Guna (New) to Guna (MPPTCL) with Zebra Conductor
  • 220kV DCDS line from Guna (New) to Shivpuri (MPPTCL) with Zebra Conductor
  • Establishment of 2×500 MVA, 400/220kV substation near Guna

 

(B) Intrastate transmission work associated with construction of 400kV substation near Bhind

  • 220kV DCDS (double-circuit, double-stringing) line from Morena  to Bhind (New) with Zebra Conductor
  • Construction of two 220kV feeder bays at the 400kV Morena substation
  • 132kV DCDS line from Bhind (New) to Bhind (MPPTCL) with Panther conductor
  • 132kV DCDS line from Bhind (New) to Porsa (MPPTCL) with Panther conductor
  • 132kV DCDS line from Bhind (New) to Gormi (MPPTCL) with Panther conductor
  • Establishment of 2×160 MVA, 220/132kV substation near Bhind

 

Brief chronology of events

 

  • State transmission utility Madhya Pradesh Power Transmission Company Ltd (MPPTCL) appointed REC Transmission Projects Company Ltd (RECTPCL) as the bid process coordinator in July 2018. It may be noted that RECTPCL is now known as REC Power Development & Consultancy Ltd.

 

  • Based on the RfQ submitted, PGBGTL was declared as a qualified bidder to participate in the RfP, in March 2019. Eight other bidders were similarly qualified. These included Torrent Power, Tata Power, Smart Power Grid, Sterlite Power, ReNew Power, L&T Infrastructure Development Projects, a consortium of Kalpataru Power Transmission and Techno Electric &  Engineering, and Adani Transmission.

 

  • Based on the price bids and the e-reverse auction (e-RA) on July 25, 2019, PGCIL was declared as the successful bidder with a quote of Rs.68.680 crore as the levelized annual transmission charges. Only three other bidders were present at the final stage – Adani Transmission, Sterlite Power and Torrent Power. [There were 52 rounds of bidding under the e-RA]

 

  • PGCIL was issued the letter of intent by the bid process coordinator on September 2, 2019.

 

  • The project SPV “Powergrid Bhind Guna Transmission Ltd,” originally incorporated by the bid process coordinator on October 5, 2018 was acquired by the successful bidder PGCIL on September 11, 2019 and subsequently renamed to Powergrid Bhind Guna Transmission Ltd (PGBGTL) on November 22, 2019.

 

  • Madhya Pradesh Electricity Regulatory Commission (MPERC) granted transmission licence to PGBGTL on December 16, 2020. The long-term transmission customers (LTTC) envisaged under the Transmission Service Agreement (TSA) are: MP Poorv Kshetra Vidyut Vitran Co Ltd, MP Madhya Kshetra Vidyut Vitran Co Ltd and MP Paschim Kshetra Vidyut Vitran Co Ltd – represented by Madhya Pradesh Power Management Co Ltd (MPPCL).
