PGCIL emerges winner for Mahan ISTS project in Madhya Pradesh

Power Grid Corporation of India Ltd (PGCIL) has emerged as the successful bidder under the tariff-based competitive bidding (TBCB) framework to establish an interstate transmission system (ISTS) scheme in Madhya Pradesh.

In a brief stock exchange filing, PGCIL said that it has emerged successful bidder for an ISTS scheme “Transmission System for evacuation of power from Mahan Energen Ltd generating station in Madhya Pradesh” under Build, Own, Operate and Transfer (BOOT) basis.

The letter of intent dated March 31, 2025, has been received by PGCIL on April 1, 2025, PGCIL said, adding that the project comprises 400kV D/C transmission Line and associated bays at existing Rewa PS (PG) substation in Madhya Pradesh.

As reported by T&D India on March 26, 2025, bid process coordinator PFC Consulting Ltd (PFCCL), based on technical bids of the bidders, had prequalified Power Grid Corporation of India Ltd (PGCIL), Adani Energy Solutions Ltd (AESL), G R Infraprojects Ltd (GRIL) and Megha Engineering & Infrastructures Ltd (MEIL), for opening of initial price bids relating to this ISTS-TBCB scheme that has been housed under “MEL Transmission Ltd,” currently a wholly-owned subsidiary of PFCCL.

This scheme is estimated to cost Rs.558 crore and has an envisaged completion timeframe of 30 months.

The scheme involves providing ISTS connectivity to the existing 1,200-MW Mahan thermal power plant owned by Mahan Energen Ltd, a subsidiary of Adani Power Ltd. It may be mentioned that the Mahan plant already has ISTS connectivity, but it is on short-term basis under CERC, Connectivity/LTA Regulations, 2009. The project under discussion will provide full-fledged connectivity under CERC, GNA Regulations.

 

InSTS component goes to AESL

The Mahan power plant is also involved in an intrastate transmission system (InSTS) scheme that is housed under “Mahan Transmission Ltd.”

This InSTS-TBCB scheme is formally referred to as “Development of intrastate transmission system for evacuation of 1,230 MW power (MPPMCL portion) through STU network from proposed 2×800-MW thermal power project of Mahan Energen Ltd (MEL).”

Adani Energy Solutions Ltd (AESL) was formally awarded this project by bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL). AESL got the better of other contenders — PGCIL, Megha Engineering and KCC Buildcon – in wining this intrastate project. (See full story)
