PGCIL plans JV for intrastate network upgrade

Power Grid Corporation of India Ltd (PGCIL) plans to form a joint venture for intrastate network upgrade.

According to reliable information available with T&D India, PGCIL is in talks with one state government to form a joint venture for intrastate transmission network upgrade. The state government in question however is yet unknown. The proposed JV between PGCIL and the state transmission utility concerned will undertake upgrade of the 66kV intrastate network.

It may be mentioned that this would be third attempt of such a JV between PGCIL and a state government.

PGCIL already has a 50:50 joint venture with the Bihar state government Called “Bihar Grid Company Ltd,” this JV has been undertaking strengthening works of the intrastate power transmission network in the eastern state.

The Central power transmission utility has planned a similar joint venture with the Odisha government but this JV did not take off.

 

InSTS schemes

PGCIL’s engagement with intrastate network is largely through two routes – joint ventures and intrastate transmission systems through the TBCB route.

The Central PSU currently has two intrastate schemes won through the TBCB route; both are located in Uttar Pradesh. One scheme housed under the project SPV “Jawaharpur Firozabad Transmission Ltd” was commissioned in August 2021. The second scheme “Mohanlalganj Transmission Ltd” was acquired in May this year. The Mohanlalganj project involves construction of 400/220/132kV GIS substation at Mohanlalganj (Lucknow) with associated 400kV lines, and other 765kV and 400kV LILO lines at 765kV GIS substation Rampur and 400kV LILO (Quad Moose on Monopole) at 400kV GIS substation Sector 123 Noida.

PGCIL envisages significant business opportunity in the intrastate TBCB landscape, mainly in states like Madhya Pradesh and Uttar Pradesh.

Renaming of SPVs

When it comes to interstate and intrastate transmission projects, PGCIL usually renames the project SPVs acquired through the TBCB route. This is to reflect the new ownership. Accordingly, Jawaharpur Firozabad Transmission Ltd was renamed to “Powergrid Jawaharpur Firozabad Ltd.” and Mohanlalganj Transmission Ltd was recently renamed to “Powergrid Gomati Yamuna Transmission Ltd”.
