Powergrid Parli to commission RTM project by year-end

Powergrid Parli Transmission Ltd (PPTL) has begun construction on its RTM project that is expected to commissioned by December 2025.

Powergrid Parli Transmission is owned by Powergrid Infrastructure Investment Trust (PGInvIT) and the project is significant as it is the first new-build (greenfield) project of PGInvIT since it came into existence in 2021.

The project in question is a small scheme, with an outlay of Rs.25 crore and is termed as “400kV line bay at 765/400kV Parli (New) substation for interconnection of RE project.” It involves putting up a 400kV line bay at the existing 765/400kV Parli (New) substation in Maharashtra.

The project was awarded to PPTL on RTM (regulated tariff mechanism) basis by Central Transmission Utility of India Ltd (CTUIL) on January 2, 2024. CTUIL, it may be mentioned, is empowered to autonomously clear ISTS projects costing up to Rs.100 crore.

The 765/400kV, 3000 MVA Parli (New) substation, along with associated 400kV and 765kV lines, was commissioned by Powergrid Parli Transmission Ltd in June 2018 under an ISTS-TBCB scheme originally housed under “Gadarwara (B) Transco Ltd” that was subsequently renamed to Powergrid Parli Transmission Ltd after its acquisition by winning developer Power Grid Corporation of India Ltd (PGCIL).

It is learnt that contracts for the new RTM project have been placed. Central Electricity Regulatory Commission (CERC) granted separate transmission licence to PPTL for this RTM project on July 15, 2024.

 

New ownership

PGInvIT currently has a portfolio of five SPVs – Vizag Transmission Ltd, Powergrid Kala Amb Transmission Ltd, Powergrid Parli Transmission Ltd, Powergrid Warora Transmission Ltd and Powergrid Jabalpur Transmission Ltd. When PGInvIT was formed in May 2021, PGCIL transferred 74 per cent equity stake in each of the five aforementioned SPVs (TBCB subsidiaries of PGCIL) to PGInvIT. In March 2022, PGCIL sold the remaining 26 per cent in Vizag Transmission Ltd, which was then known as Powergrid Vizag Transmission Ltd. In December 2024, PGCIL sold its remaining 26 per cent in each of the four other SPVs, making PGInvIT the sole owner of all the five initial SPVs.

It is likely that PGInvIT would rename Powergrid Kala Amb Transmission Ltd, Powergrid Parli Transmission Ltd, Powergrid Warora Transmission Ltd and Powergrid Jabalpur Transmission Ltd, to reflect the new ownership, as seen in the case of Powergrid Vizag Transmission Ltd.

 

PGInvIT portfolio

Through its five SPVs, each operating an ISTS-TBCB project, PGInvIT has a total portfolio of 11 transmission lines aggregating around 3,700 ckm, three substations with a total transformation capacity of 6,630 MVA, and a consolidated OPGW network of over 1,950 ckm.             All assets are under commercial operation. The geographical footprint of PGInvIT’s subsidiaries cover Maharashtra, Madhya Pradesh, Andhra Pradesh, Telangana and Himachal Pradesh.
