RECPCDL incorporates SPV for interstate transmission scheme in Karnataka

Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has incorporated a wholly-owned subsidiary that will act as a project special purpose vehicle (SPV) for development of an ISTS scheme associated with renewable energy evacuation in Karnataka.

The project SPV “Bellary Davanagere Power Transmission Ltd” was incorporated on September 25, 2025, REC Ltd, the holding company of RECPDCL, said in a regulatory filing.

RECPDCL, as the bid process coordinator, will select the developer under the tariff-based competitive bidding (TBCB) framework. The developer, so selected, will subsequently acquire the said project SPV from RECPDCL.

The ISTS scheme associated with “Bellary Davanagere Power Transmission Ltd” is termed as “Transmission system strengthening for integration of additional RE potential at Davanagere (0.25 GW) and Bellary (2.75 GW)” and will have an estimated cost of Rs.1,111 crore.

This project, for which bidding has been newly initiated, has a gestation period of 24 months. According to current timelines, the response to RfPs (technical and financial bids) will be opened on November 28, 2025.

 

Tumkur-II

The Bellary Davanagere transmission discussed above is among two RE evacuation schemes in Karnataka that were recently cleared by the National Committee on Transmission (NCT). The other scheme termed as “Transmission system strengthening at Tumkur-II for integration of additional RE potential (1.5 GW)” will have PFC Consulting Ltd (PFCCL) as the bid process coordinator. The Tumkur-II scheme, with an estimated cost of Rs.1,051 crore, has a similar implementation period of 24 months.

 

Incidentally, PFCCL has also recently incorporated a wholly-owned subsidiary “Tumkur II RE Transmission Ltd” that will act as a project SPV for the Tumkur-II scheme.

 

PFCCL has not yet begun developer selection for the Tumkur-II scheme, according to information available with tndindia.com. However, GIS Data Solutions was appointed last month as the technical consultant for the scheme.

 

Rationale

The two schemes – Bellary-Davanagere and Tumkur-II – under discussion together aim at creating evacuation infrastructure for 4.5 GW of renewable energy generation from Karnataka. Together with another scheme – Bijapur (1.5 GW) – evacuation infrastructure for 6 GW will be created, in compliance with the suggestion of Ministry for New & Renewable Energy (MNRE) expressed in June 2025. The Bijapur scheme is currently under finalization.
