RECPDCL incorporates SPV for Rajgarh-Neemuch ISTS scheme in Madhya Pradesh

REC Power Development & Consultancy Ltd (RECPDCL) has incorporated a wholly-owned subsidiary that will act as a project special purpose vehicle (SPV) for development of an interstate transmission system (ISTS) scheme in Madhya Pradesh.

Incorporated on June 17, 2025, the project SPV “Rajgarh Neemuch Transmission Ltd” will develop the ISTS scheme termed as “Transmission system for evacuation of power from RE projects in Rajgarh (1,500 MW) SEZ in Madhya Pradesh-Phase III & evacuation of power from RE projects in Neemuch (1,000 MW) SEZ in Madhya Pradesh-Phase II.”

RECPDCL is acting as the bid process coordinator for this scheme whose developer will be selected using the tariff-based competitive bidding (TBCB) mechanism.

With an estimated outlay of Rs.3,472 crore and an implementation period of 24 months, the scheme, taking shape in Madhya Pradesh, involves putting up around 850 ckm of 400kV lines and a new 400/220kV, 2×500 MVA substation at Handiya, along with associated infrastructure.

Bidder selection for this project is underway and by current timelines, the project SPV “Rajgarh Neemuch Transmission Ltd” is expected to be handed over to the successful developer by July 12, 2025.

 

Project background

As reported by T&D India on June 10, 2025, the ISTS-TBCB scheme housed under “Rajgarh Neemuch Transmission Ltd” stands in place of two erstwhile independent schemes:

  1. Transmission system for evacuation of power from RE projects in Rajgarh (1,500 MW) SEZ in Madhya Pradesh – Phase III
  2. Transmission system for evacuation of power from RE projects in Neemuch (1,000 MW) SEZ in Madhya Pradesh – Phase II

Both the above schemes have since been de-notified by the Union power ministry and it is the clubbed scheme discussed in this story, “Transmission system for evacuation of power from RE projects in Rajgarh (1,500 MW) SEZ in Madhya Pradesh-Phase III & evacuation of power from RE projects in Neemuch (1,000 MW) SEZ in Madhya Pradesh-Phase II,” which will be pursued instead.
