RECPDCL incorporates SPV for RE evacuation scheme in Rajasthan

REC Power Development & Consultancy Ltd (RECPDCL) has incorporated a project special vehicle for development of an interstate transmission system (ISTS) scheme associated with renewable energy evacuation in Rajasthan.

The project SPV called “Rajasthan IV 4A Power Transmission Ltd” was incorporated on August 6, 2024, as a wholly-owned subsidiary of RECPDCL, which is acting as the bid process coordinator (BPC) for the scheme whose developer will be selected under the tariff-based competitive bidding (TBCB) mechanism.

The scheme housed under the newly-formed SPV is termed as “Transmission system for evacuation of power from Rajasthan REZ Phase-IV (Part4: 3.5 GW): Part A” and is envisaged for completion in 24 months from the date of transfer of project SPV to the selected developer.

 

Part B

The overall scheme ““Transmission system for evacuation of power from Rajasthan REZ Phase-IV (Part4: 3.5 GW)” envisages power evacuation infrastructure for 3.5 GW of solar generation from two zones in Rajasthan — Fatehgarh-IV (1 GW) and Barmer-I (2.5 GW). This scheme has been divided into two segments – Part A and Part B. Both will be developed under the TBCB modality.

RECPDCL is acting as the BPC for both the parts. While the project SPV for Part A has been incorporated, as discussed in this story, that for Part B is likely to be formed soon.

It may be recalled that on June 29, 2024, REC, the holding company of RECPDCL, had approved the formation of two project SPVs, as wholly-owned subsidiaries of RECPDCL, for the development of Part A and Part B.

 

Project Cost

While Part A is expected to cost Rs.5,846 crore, the estimated outlay for Part B is Rs.6,395 crore. Both these estimates have been worked out by National Committee on Transmission (NCT).

 

Current Status

RECPDCL recently began the bidding process for both Part A and Part B, concurrently. By current timelines, the last date for submitting response to the request for proposal (RfP) is October 4, 2024.

 

Project Scope

Taken together, Part A and Part B will develop transmission infrastructure in Rajasthan and Uttar Pradesh. Under Part A, major capacity augmentation is envisaged at the Barmer-I Pooling Station in Rajasthan apart from setting up a new 765/400kV substation at Ghiror in Mainpuri district of Uttar Pradesh. Included in Part B is a new 765/400kV substation at Merta in Rajasthan. A large network of 765kV and 400kV lines will also be developed. It is estimated that Part A will see the construction of 445 km of lines while Part B will have an even larger quantum, at 650 km. [Running length in km and not circuit length in ckm]
