SPV incorporated for Bhadla-Bikaner complex ISTS scheme

Bid process coordinator PFC Consulting Ltd (PFCCL) has incorporated a wholly-owned subsidiary that will act as the project special purpose vehicle (SPV) for an ISTS scheme seeking to facilitate evacuation of RE power from Rajasthan, to load centres in Delhi and Uttar Pradesh.

The SPV “Bikaner and Bhadla Transmission Complex Ltd” was incorporated on October 15, 2024 and will house the ISTS scheme known as “Transmission system strengthening to facilitate evacuation of power from Bhadla/Bikaner Complex.”

PFCCL is presently carrying out the bidder selection process under the tariff-based competitive bidding (TBCB) method. By current timelines, the last date for submission of technical and financial bids is October 18, 2024. PFCCL will open the technical bids on the same date and shortlist bidders eligible for opening of financial bids, which will be treated as the “initial” price bids. The final price bids, which will emerge as the end of the subsequent e-reverse auction (e-rA) routine, will determine the winning bidder.

 

Project details

The ISTS project under discussion is expected to cost Rs.198.75 crore (as estimated by National Committee on Transmission, NCT) and will have an implementation timeframe of 18 months from the date of transfer of “Bikaner and Bhadla Transmission Complex Ltd” to the successful bidder.

The project involves building a 4-km 400kV double-circuit line connecting the 765/400kV Bareilly substation to the 400kV Bareilly substation, in Uttar Pradesh. The 765/400kV Bareilly substation will also be augmented by 1×1500 MVA by putting up a 765/400kV, 1×1500 MVA ICT, the third at the substation. Both the substations at Bareilly are owned by PGCIL, it is learnt.

The project basically aims to facilitate evacuation from Bhadla/Bikaner complex in Rajasthan to load centres of Delhi and Uttar Pradesh, beyond the 765/400kV Bareilly substation.
