Bid process coordinator PFC Consulting Ltd (PFCCL) has qualified three bidders for opening of initial price bids under the fresh round of bidding for the “Eastern Region Generation Scheme-I (ERGS-I)” scheme in Odisha.
It is reliably learnt that a new entrant H.G. Infra Engineering Ltd is in the fray alongside Power Grid Corporation of India Ltd (PGCIL) and Tata Power.
It may be recalled that this is the second time that bidding for this scheme is taking place, after the first round was annulled in January 2025 for reasons not officially disclosed. In the first round of bidding only two bidders – PGCIL and Tata Power – were in the fray and it is speculated that the scheme came up for re-bidding because there was only one bidder in the e-reverse auction stage. Housed under project SPV “Angul Sundargarh Transmission Ltd,” currently a wholly-owned subsidiary of PFCCL, this is a relatively small scheme envisaging LILO of both circuits of the existing 2xS/C 765kV Angul-Sundargarh lines in Odisha, at the Talabira power generation plant switchyard of NLC India Ltd. The project, estimated to cost around Rs.413 crore, has an envisaged completion date of March 28, 2028.
The ERGS-I scheme has been under bidding since as early as April 2024 having witnessed multiple extensions in bid submission dates – both in the original and second round of bidding.
Headquartered in Jaipur, Rajasthan, H.G. Infra Engineering Ltd (HGIEL) is an EPC contractor and developer involved in areas like roads & highways, railways, metro rail, solar energy and battery energy storage systems (BESS). As of March 31, 2025, HGIEL had an order book of Rs.15,281 crore with EPC contracts accounting for a 64 per cent share. The overall business of HGIEL is dominated by the roads & highways sector (both annuity and EPC).
The company’s qualification for ERGS-I could signal potential diversification in the power transmission development space.
Apart from “Angul Sundargarh Transmission Ltd” discussed in this story, PFCCL is soon expected to conclude the developer selection for three other ISTS-TBCB schemes for which bidders have been prequalified for opening of initial price bids. These three schemes are housed under Kandla GHA Transmission Ltd, NER Expansion Transmission Ltd and Raghanesda RE Transmission Ltd. In an independent development but related to PFC Consulting Ltd, the bid process coordinator has newly incorporated a wholly-owned subsidiary “Kurnool IV REZ Power Transmission Ltd” to act as the project SPV for an ISTS-TBCB scheme called “Transmission system for Kurnool-IV REZ – Phase II (3 GW),” taking shape in Andhra Pradesh. Bidding for this scheme has recently begun with the last date for submitting response to RfP currently standing at July 8, 2025.
