Three bidders qualify for “Rajasthan IV 4A” ISTS scheme

Three developers have qualified for opening of initial price bids for an ISTS-TBCB scheme relating to evacuation from renewable energy zones in Rajasthan.

It is reliably learnt that the three bidders in question are Power Grid Corporation of India Ltd (PGCIL), Sterlite Power and Adani Energy Solutions Ltd (AESL).

The ISTS-TBCB scheme is termed as “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part 4: 3.5 GW): Part A” and has REC Power Development & Consultancy Ltd (RECPDCL) as the bid process coordinator.

 

RECPDCL expects to issue the letter of intent to the successful bidder, to be determined after the e-reverse auction (e-RA) process, by November 14, 2024.

 

Likely to cost Rs.5,845.93 crore, as estimated by National Committee on Transmission (NCT), the scheme is scheduled to commission in 24 months.

The scheme has been housed under a project SPV “Rajasthan IV 4A Power Transmission Ltd” that was incorporated on August 6, 2024, as a wholly-owned subsidiary of RECPDCL.

The transmission scheme will involve development of infrastructure in Rajasthan and Uttar Pradesh. Some key elements include augmentation of the Barmer-I Pooling Station in Rajasthan, setting up of a new 765/400kV, 2×1500 MVA AIS substation at Ghiror in Uttar Pradesh, erection of a 765kV double-circuit line from Ghiror substation to Dausa (around 305 km), etc.

 

Part B

The overall scheme “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part 4: 3.5 GW)” has been bifurcated into two components – Part A and Part B.

While three contenders are in the fray for Part A as discussed in this story, pre-qualification of bidders for Part B is also likely to take place very soon. Part B, the larger of the two components with an estimated cost of Rs.6,394.94 crore, has been incorporated under “Rajasthan IV 4B Power Transmission Ltd,” currently a wholly-owned subsidiary of bid process coordinator RECPDCL.

The two components are expected to commission concurrently and will together create transmission system for evacuation of 3.5 GW of renewable energy from the Fatehgarh and Barmer regions of Rajasthan.
