Central Electricity Regulatory Commission (CERC) has granted interim transmission licence to “Khavda V-B1B2 Power Transmission Ltd,” a TBCB subsidiary of Power Grid Corporation of India Ltd (PGCIL).
In a very recent order, CERC has granted interim transmission licence to “Khavda V-B1B2 Power Transmission Ltd” (the petitioner) that is developing an ISTS scheme termed as “Augmentation of transformation capacity at KPS1 (GIS) and KPS2 (GIS) (Phase-V Part B1 and Part B2 scheme” in Gujarat.
CERC has directed the petitioner to publish a public note inviting suggestions or objections to the transmission licence, and submit before July 11, 2025. The matter will come up for next hearing on July 15, 2025.
PGCIL won this scheme under the tariff-based competitive bidding (TBCB) framework, and the project SPV “Khavda V-B1B2 Power Transmission Ltd” was formally transferred to PGCIL by bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) on February 18, 2025.
PGCIL has since renamed the project SPV to “Powergrid KPS 1 and 2 Augmentation Transmission Ltd”
Estimated to cost Rs.466 crore and with a scheduled completion date of February 2027, the project involves augmenting capacity at the existing Khavda Pooling Station-1 (KPS1) and KPS2, by 1,500 MVA, each. It may be mentioned that KPS1 was commissioned by Khavda Bhuj Transmission Ltd — a TBCB subsidiary of Adani Energy Solutions Ltd — while KPS2 is being developed by KPS2 Transmission Ltd, a TBCB subsidiary of PGCIL subsequently renamed to Powergrid KPS2 Transmission System Ltd.
PGCIL won the Khavda V-B1B2 project by quoting the winning tariff of Rs.698.58 million per year, getting the better of the only other contender Adani Energy Solutions Ltd. Interestingly, PGCIL was L2 at the initial price bid stage with a quote of Rs.904.06 that was downwardly revised by as much as 23 per cent during the e-reverse auction rounds.
