Torrent Power is expected to soon commission an interstate transmission system (ISTS) scheme associated with evacuation of renewable energy (RE) injection at the Khavda Pooling Station in Gujarat.
The project, known as “Evacuation of 4.5 GW RE injection at Khavda PS under Phase II – Part D” was assigned to Torrent Power Grid Ltd (TPGL) under the regulated tariff mechanism (RTM) framework. TPGL is a 74:26 joint venture between Torrent Power and Power Grid Corporation of India Ltd.
With an estimated outlay of Rs.800 crore, this project involves putting up a LILO of the existing 400kV Pirana (PGCIL) – Pirana (Torrent Power) line at the Ahmedabad substation. The total LILO length line is about 240 ckm, involving a total of 174 tower locations.
According to officially released information, the project was originally scheduled for completion in March 2025 but ran into severe RoW-related impediments.
The project encountered RoW constraints, mainly near Ahmedabad, at 74 out of the total 174 locations. In fact, Torrent Power, in March 2025, had requested police protection for carrying out work at 43 affected locations. This was subsequently provided, leading to a pick-up in project execution pace.
As of end-January 2026, tower erection was completed at all 174 locations and stringing was achieved to the extent of 204 ckm (out of the total 240 ckm). In January 2026 alone, erection of 13 towers and stringing of around 44 ckm was achieved, it is estimated.
The project is now expected to fully commissioned by end-February 2026.
TPGL’s under-construction scheme is part of an overarching ISTS project called “Evacuation of 4.5 GW RE injection at Khavda PS under Phase II.” This project was divided into four components – Part A, B, C and D. While the first three parts were developed under the tariff-based competitive bidding (TBCB) framework, the RTM modality was chosen for Part D as the 400kV Pirana (PG) – Pirana (Torrent) line is owned by TPGCL. This line helps transmit power from Torrent Power’s SUGEN power plant to the company’s Ahmedabad licensed distribution area.
The Part A component was commissioned by Adani Energy Solutions Ltd (AESL) in March 2025 through its TBCB subsidiary “Khavda II-A Transmission Ltd”. Part B and Part C were very recently commissioned by PGCIL through its respective TBCB arms – Powergrid Khavda II-B Transmission Ltd and Powergrid Khavda II-C Transmission Ltd.
According to an earlier plan, the Khavda Phase-II (Part D) project, now being implemented by TPGL under RTM, was to come up as a TBCB project. REC Power Development & Consultancy Ltd (RECPDCL) was appointed as the bid process coordinator and it also incorporated a wholly-owned subsidiary “Khavda II-D Transmission Ltd” to house the project. However, when the project modality changed to RTM, the power ministry de-notified the scheme, eventually leading to dissolution of “Khavda II-D Transmission Ltd” and its name getting struck off from the records of the Registrar of Companies (RoC) in July 2024.
