Adani Energy Solutions wins ISTS-TBCB scheme in Maharashtra

Adani Energy Solutions Ltd (AESL) has won an interstate transmission system (ISTS) scheme in Maharashtra under the tariff-based competitive bidding (TBCB) mechanism.

In a release, AESL said that the project scope involves setting up of 3,000 MVA of transformation capacity apart from other related transmission infrastructure in Maharashtra. This project, scheduled to commission by January 2028, has taken AESL’s overall power transmission portfolio (commissioned and under-construction) to 26,696 ckm and 93,236 MVA of transformation capacity.

Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) formally transferred the project SPV “WRNES Talegaon Power Transmission Ltd” to AESL, on May 30, 2025.

The major element under this project is a new 2×1,500 MVA, 765/400kV substation near South of Kalamb, equipped with suitable bus reactors.

As earlier reported by T&D India, this project saw a three-way contest between AESL, Power Grid Corporation of India Ltd (PGCIL) and Resonia (formerly Sterlite Power).

It is reliably learnt that AESL is set to earn tariff of Rs.2,214.45 million per year during the period envisaged under the transmission service agreement.

 

First ISTS-TBCB award in FY26

According to information available with T&D India, this project, formally termed as “Network expansion scheme in WR to cater to pumped storage potential near Talegaon (Pune),” is the first interstate scheme involving evacuation infrastructure for pumped storage plants to be awarded under the TBCB framework. WRNES Talegaon Power Transmission Ltd is also the first ISTS-TBCB scheme to be formally transferred to its winning developer during the current fiscal year, FY26.

As detailed in T&D India’s exclusive report, a record number of 45 ISTS-TBCB schemes were awarded in FY25 with PGCIL emerging most successful both in terms of tariff-based market share and number of schemes.

 

Upcoming awards

In the near future, bid process coordinator PFC Consulting Ltd (PFCCL) is expected to announce the winners for two ISTS-TBCB schemes housed under “Kandla GHA Transmission Ltd” and “NER Expansion Transmission Ltd.” Five bidders – PGCIL, AESL,  Resonia, Tata Power and Reliance Industries Ltd – are in the fray for the Kandla GHA scheme while four – PGCIL, AESL, Resonia and Techno Electric – are contesting the NER Expansion scheme.

Besides, PFCCL is also expected to formally transfer an ISTS-TBCB scheme “MEL Transmission Ltd” in Madhya Pradesh, for which the letter of intent has been issued to PGCIL.
