Bidders shortlisted for three ISTS-TBCB schemes

Bid process coordinator PFC Consulting Ltd (PFCCL) has shortlisted bidders for opening of initial price bids with respect to three interstate transmission system (ISTS) schemes being developed under the tariff-based competitive bidding (TBCB) route.

 

The broad details of the three schemes are:

Scheme: Transmission system for Kurnool-IV REZ – Phase II (3 GW)
Project SPV: Kurnool IV REZ Power Transmission Ltd
Estimated Cost: Rs.3,235 crore

Scheme: Transmission system strengthening at Tumkur-II for integration of additional RE potential (2.7 GW)
Project SPV: Tumkur II RE Transmission Ltd
Estimated Cost: Rs.1,051 crore

Scheme: North Eastern Region Generation Scheme-III (NERGS-III) Siang Basin
Project SPV: NERGS III Siang Basin Transmission Ltd
Estimated Cost: Rs.1,804 crore

 

Bidders in the fray

A total of eight bidders are collectively in the fray for the three schemes. The three leading developers – Power Grid Corporation of India Ltd (PGCIL), Adani Energy Solutions Ltd (PGCIL) and Resonia Ltd – are contending for all the three schemes.

G R Infraprojects Ltd (GRIL) is in the fray for two schemes –Tumkur-II and NERGS-III. Dineshchandra R. Agarwal Infracon Pvt Ltd (DRAIPL) has qualified for NERGS-III while Dilip Buildcon Ltd has been shortlisted for Tumkur-II and H.G. Infra Engineering Ltd, for Kurnool-IV.

The eighth entity under discussion is Terralight Solar Energy Tinwari Pvt Ltd (TSETPL) that has qualified for two schemes – Kurnool-IV and NERGS-III. Terralight is a subsidiary of EnerGrid as explained ahead.

All the eight bidders, with the exception of Dilip Buildcon Ltd, have at least one ISTS-TBCB scheme to their credit. Nevertheless, Dilip Buildcon has made its debut in the intrastate-TBCB space by emerging winner of “Mekhali Power Transmission Ltd,” in Karnataka.

 

Terralight-IndiGrid-EnerGrid

Terralight Solar Energy Tinwari Pvt Ltd (TSETPL), it is reliably learnt, is a company promoted by EnerGrid – a new investment platform co-promoted by IndiGrid Infrastructure Trust (IndiGrid), British International Investment (BII) and the Norwegian Climate Investment Fund (Norfund).

As discussed in tndindia.com’s story dated February 6, 2026, IndiGrid would henceforth be bidding for power transmission and BESS projects, under TBCB, through EnerGrid, and not by itself. EnerGrid is officially known as “Enerica Regrid Infra Pvt Ltd.”

EnerGrid, through its subsidiary “Enerica 1 Infra Pvt Ltd,” had acquired the ISTS-TBCB scheme housed under “Morena 1 SEZ Transmission Ltd,” on February 3, 2026.

Terralight Solar Energy Tinwari Pvt Ltd is a subsidiary of “Enerica 3 Infra Pvt Ltd,” in turn, a subsidiary of EnerGrid. It is further learnt that TSETPL is setting up a 5-MW(AC) plant in Rajasthan that will sell electricity generated to NTPC Vidyut Vyapar Nigam Ltd (NVVNL) under a 25-year power purchase agreement.

As per the agreement reached between the promoters of EnerGrid, all projects developed under the EnerGrid platform will be acquired by IndiGrid, one year after their respective scheduled commercial operation dates (SCOD).
