Bidding initiated for 400kV GIS substation project in Uttar Pradesh under TBCB

The bidder selection process for developing a greenfield 400/220kV GIS substation in Gautam Buddha Nagar district, Uttar Pradesh, under TBCB, has been initiated.
Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has recently initiated the bidder selection process under the tariff-based competitive bidding (TBCB) framework, and the last date for submission of technical and financial bids currently stands at November 2, 2026.
The project involves putting up a new 400/220kV, 3×500 MVA GIS substation in Sector-28 YEIDA (in Gautam Buddha Nagar district) along with associated lines and bays.
To be completed in 18 months from SPV transfer, this intrastate-TBCB scheme also entails a 400kV double-circuit line of around 158 km (not ckm) from the upcoming substation to the 400kV level of PGCIL’s existing 765/400kV Aligarh substation. For this line, two 400kV feeder bays at the Aligarh substation also form part of the project scope.
Land for the new Sector-28 GIS substation will be provided by state transco Uttar Pradesh Power Transmission Corporation Ltd (UPPTCL), free of cost, it is learnt.
Project rationale
The project basically aims to meet the growing power requirement in the area falling under Yamuna Expressway Industrial Development Authority (YEIDA or Yamuna Authority), in Greater Noida area of Gautam Buddha Nagar district. The anticipated power demand is projected to grow by 1320 MW, in view of the proposed electronics manufacturing cluster, medical device park, a film city, data centres and several industrial units. Besides, the additional demand, the project is also seen as a means of strengthening the primary transmission system of YEIDA area falling under Gautam Buddha Nagar district.
Recent TBCB projects in Uttar Pradesh
According to information available with tndindia.com, there is one more intrastate-TBCB project currently under bidding. This project relates to construction of 765kV and 400kV lines associated with 765/400kV Mirzapur pooling (AIS) substation.
Another scheme, housed under “Ranipur Chunar Power Transmission Ltd” has been awarded to H.G. Infra Engineering Ltd but the formal SPV transfer is pending. The letter of intent was issued to HGIEL on August 18, 2026.
Uttar Pradesh has a healthy track record of intrastate-TBCB projects. There are at least 11 such schemes – completed or currently under construction – entrusted severally to developers like PGCIL, Tata Power, Adani Energy Solutions Ltd and Megha Engineering & Infrastructures Ltd.
