CTUIL approves RTM projects worth nearly Rs.400 crore

Central Transmission Utility of India Ltd (CTUIL) recently approved a set of interstate transmission system (ISTS) schemes, with an aggregate value of nearly Rs.400 crore, to be implemented under the regulatory tariff mechanism (RTM).

In an official communication dated September 13, 2024, CTUIL approved seven ISTS schemes to be implemented by Power Grid Corporation of India Ltd (PGCIL) or its TBCB subsidiaries, spread over the eastern, western and northern regions. Each scheme costs less than Rs.100 crore.

It may be mentioned that CTUIL is empowered to approve ISTS schemes costing up to Rs.100 crore, autonomously. This approval also entails the mode of implementation – whether TBCB or RTM. Schemes costing above Rs.100 crore and up to Rs.500 crore need approval from National Committee on Transmission (NCT). For schemes costing above Rs.500 crore, approval by NCT needs concurrence from the Union power ministry.

The broad details of the seven RTM schemes approved are:

Scheme: Implementation of two 220kV line bays at 765/400/220kV Bikaner-III Pooling Station for interconnection of 500-MW renewable energy plant of NTPC Renewable Energy Ltd
Location: Rajasthan
Estimated cost: Rs.11.14 crore
Implementing Agency: Powergrid Bikaner Neemrana Transmission Ltd (TBCB subsidiary of PGCIL)
Completion timeframe: December 31, 2025

 

Scheme: Augmentation of transformation capacity at 400/220kV Bhadla-II Pooling Station (Section-1) by 1×500 MVA, 400/220kV ICT (6th) to cater to N-1 contingency requirements
Location: Rajasthan
Estimated cost: Rs.59.58 crore
Implementing Agency: Power Grid Corporation of India Ltd (PGCIL)
Completion timeframe: 18 months

 

Scheme: Augmentation of transformation capacity at 400/220kV Hisar (PG) substation by 1×500 MVA, 400/220kV ICT (4th)
Location: Haryana
Estimated cost: Rs.49.60 crore
Implementing Agency: Power Grid Corporation of India Ltd (PGCIL)
Completion timeframe: 18 months

 

Scheme: Transmission scheme for providing connectivity to Lara TPS-III (2×800 MW) of NTPC Ltd, and to control high voltages at 765/400kV Champa Pooling Station
Location: Chhattisgarh
Estimated cost: Rs.97.85 crore
Implementing Agency: Power Grid Corporation of India Ltd (PGCIL)
Completion timeframe: May 1, 2027

 

Scheme: Augmentation of transformation capacity at 400/200kV Rajgarh (PG) substation by 400/220kV, 1×500 MVA ICT (4th)
Location: Madhya Pradesh
Estimated cost: Rs.64.17 crore
Implementing Agency: Power Grid Corporation of India Ltd (PGCIL)
Completion timeframe: December 31, 2026

 

Scheme: Implementation of two 765kV line bays at Vataman substation under ISTS for termination of 765kV double-circuit Saurashtra-Vataman in InSTS
Location: Gujarat
Estimated cost: Rs.70.96 crore
Implementing Agency: Vataman Transmission Ltd (TBCB subsidiary of PGCIL)
Completion timeframe: July 31, 2027

 

Scheme: Eastern Region Expansion Scheme – 42 (ERES – 42)
Location: Odisha
Estimated cost: Rs.45.58 crore
Implementing Agency: Power Grid Corporation of India Ltd (PGCIL)
Completion timeframe: September 30, 2026

 

The ERES – 42 scheme involves installation of a new 1×500 MVA, 400/220kV ICT at PGCIL’s Pandiabili substation in Odisha, along with associated bay at 220kV level. This ICT would be the third at the substation.

Note: Wherever the implementation period is mentioned in number of months, it is calculated from the date of the CTUIL Office Memorandum (OM), which, in this case, is  September 13, 2024.
