Four contenders in race for ERES-XXXIV project

Four bidders have qualified for opening of initial price bids for an ISTS-TBCB scheme “Eastern Region Expansion Scheme – XXXIV.”

According to information available, bid process coordinator PFC Consulting Ltd (PFCCL) has qualified the following four bidders for opening of initial price bids of the aforementioned scheme:

  1. Power Grid Corporation of India Ltd
  2. Adani Energy Solutions Ltd
  3. Sterlite Power
  4. Tata Power

The scheme has been housed under project SPV “Paradeep Transmission Ltd” that will be transferred to the winning developer, being selected under the tariff-based competitive bidding (TBCB) mechanism.

The initial price bids were supposed to have been opened on July 11, 2024 but there is no official information available on the results.

ERES-XXXIV is a major scheme estimated to cost Rs.2,564 crore, seeking to develop transmission infrastructure in Odisha, and with a scheduled completion period of 24 months from the date of transfer of the project SPV to the successful bidder.

Among other elements, the scheme seeks to create a new 765/400kV, 2×1,500MVA GIS substation at Paradeep. Extensions of the existing 765kV Angul substation of Power Grid Corporation of India Ltd (PGCIL) and the 400kV Paradeep GIS substation of Odisha Power Transmission Corporation Ltd (OPTCL), through suitable line bays, have also been envisaged.  Connectivity will be established between the upcoming Paradeep substation and the two substations – Angul (PGCIL) and Paradeep (OPTCL) – through double-circuit lines of 765kV and 400kV, respectively.

 

Two more schemes

PGCIL, among other contenders, has also qualified for submission of price bids for two more ISTS-TBCB schemes for which initial price bids are expected to be opened soon. PFCCL is the bid process coordinator for these two schemes also.

Here are broad details:

Scheme: Provision of Dynamic Reactive Compensation at Khavda Pooling Station 1 (KPS1) and Khavda Pooling Station 3 (KPS3)
Project SPV: Khavda PS1 and 3 Transmission Ltd
Project Cost: Rs.501 crore
Qualified bidders (2): PGCIL, Adani Energy Solutions Ltd

 

Scheme: Transmission system strengthening for interconnections of Bhadla-III & Bikaner- III Complex
Project SPV: Bhadla-III & Bikaner-III Transmission Ltd
Project Cost: Rs.1,382 crore
Qualified bidders (4): PGCIL, Adani Energy Solutions Ltd, Sterlite Power, Techno Electric & Engineering Company Ltd

 

ISTS-TBCB in FY25

According to a study by T&D India, a total of three ISTS-TBCB schemes have been formally transferred to successful bidders in FY25 so far (up to July 15, 2024). Further, PGCIL has been issued the letter of intent for four more ISTS-TBCB schemes but the formal transfer of the project SPV is yet pending.

Note: An “ISTS-TBCB” scheme is an interstate transmission system (ISTS) scheme where the developer is selected using the tariff-based competitive bidding (TBCB) mechanism.
