Jaipur-headquartered H.G. Infra Engineering Ltd (HGIEL) has emerged L1 bidder for the interstate transmission system (ISTS) project “Eastern Region Generation Scheme – I (ERGS-I)” in Odisha.
This potentially makes HGIEL the latest debutant in the interstate transmission development space.
In a stock exchange filing, HGIEL said that bid process coordinator PFC Consulting Ltd (PFCCL) has declared the company as the lowest bidder (L1) under the tariff-based competitive bidding (TBCB) mechanism for the ISTS scheme.
As reported by T&D India on June 11, 2025, HGIEL was in the fray for the project alongside two other contenders – Power Grid Corporation of India Ltd (PGCIL) and Tata Power.
H.G. Infra Engineering, in its filing, said that it quoted the winning tariff (annual transmission charges) of Rs.431.11 million.
The project, housed “Angul Sundargarh Transmission Ltd,” currently a wholly-owned subsidiary of PFCCL, this is a relatively small scheme envisaging LILO of both circuits of the existing 2xS/C 765kV Angul-Sundargarh lines in Odisha, at the Talabira power generation plant switchyard of NLC India Ltd. The project, estimated to cost around Rs.413 crore, has an envisaged completion date of March 28, 2028.
Going by the standard bidding documents, PFCCL is expected to formally transfer “Angul Sundargarh Transmission Ltd” to H.G. Infra Engineering Ltd in ten days.
This is the second time that bidding for ERGS-I is taking place after the first round was annulled in January 2025. Two bidders – PGCIL and Tata Power – were then in the fray.
The interstate transmission system (ISTS) development space has seen the emergence of EPC contractors and BOT operators, largely engaged in the roads & highways segment. Some examples in recent history include G R Infraprojects Ltd (GRIL), Dineshchandra R. Agrawal Infracon Pvt Ltd (DRAIPL) and Megha Engineering & Infrastructures Ltd (MEIL).
The ISTS-TBCB space has also seen the entry of power utilities like Tata Power and Torrent Power, apart from industrial conglomerate Reliance Industries Ltd.
As reported by T&D India on June 9, 2025, a new entrant, Kalthia Engineering & Construction Ltd, is among the eight bidders qualified for an ISTS-TBCB scheme incorporated under “Raghanesda RE Transmission Ltd.”
