Only two in the race for Wahipora intrastate scheme in Jammu & Kashmir

Only two entities are in the fray for the Wahipora intrastate transmission system (InSTS)-TBC scheme in the Union Territory of Jammu & Kashmir.

It is reliably learnt that only Power Grid Corporation of India Ltd (PGCIL) and Adani Energy Solutions Ltd (AESL) are in the fray for the Wahipora scheme, which is understood to be the first intrastate-TBCB scheme in the UT of J&K.

The InSTS scheme is officially referred to as “Execution of system strengthening/upgradation works and intrastate transmission system projects by creation/augmentation of grid stations and laying of transmission lines” and is housed under project SPV “Wahipora & Sallar Transmission Ltd,” a wholly-owned subsidiary of bid process coordinator PFC Consulting Ltd (PFCCL).

The scheme has been under bidding since December 2024 and has seen at least 16 extensions in bid submission date. Many of these extensions were due to technical changes to the project scope. The RfP documents underwent at least four revisions till bidding finally closed in February 2026.

The project with an overall gestation period of 18 months has three major components:

  • A. Construction of grid substation (GSS) at Wahipora and Sallar, Kashmir, and allied transmission system
  • B. Laying of downstream transmission network from upcoming 400/220kV Siot GSS (ISTS), Rajouri
  • C. Construction of GSS at Baghthali, Kathua along with LILO of 220kV single-circuit Sarna-Hiranagar line

Component B, in turn, envisages the following grid substations, apart from associated lines:

  • 2×160 MVA, 220/132kV Rajouri-II grid substation
  • 2×160 MVA, 220/132kV and 2×50 MVA, 132/33kV Katra-II GIS grid substation
  • 2×160 MVA, 220/132kV and 2×50 MVA, 132/33kV Akhnoo-II (Domana) grid substation

 

Siot ISTS substation

It may be noted that the 400/220kV Siot grid substation mentioned above is coming up as part of an independent interstate-TBCB (ISTS-TBCB) scheme housed under “Siot Transmission Ltd.”

As discussed in tndindia.com’s story dated February 9, 2026, this scheme was approved by the National Committee on Transmission (NCT) in August 2021 and came up for bidding in February 2022. However, due to non-finalization of land for the Siot substation, the project was kept in abeyance for a long period of time only to be revived in January 2025. Delay in the Siot ISTS scheme had a cascading impact on the Wahipora intrastate scheme discussed in this story.

Land for the Siot substation has now been finalized and the substation will be based on GIS technology as opposed to AIS earlier. As per the latest available schedule, technical bids for the Siot ISTS scheme were scheduled to be opened on April 9, 2026.

Both the J&K-based interstate and intrastate schemes discussed in this story have PFC Consulting Ltd as their bid process coordinator.
