Power Grid Corporation of India Ltd (PGCIL) has been named successful bidder in two interstate transmission system (ISTS) schemes, related to renewable energy evacuation, under the tariff-based competitive bidding (TBCB) route.

In a stock exchange filing PGCIL said that it was named successful bidder for two ISTS projects to be developed under the build, own, operate & transfer (BOOT) basis.

The two projects are as follows:

Project: Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-1) (Bikaner Complex): Part-A
Scope: Establishing a new 765/400/220kV pooling station at Bikaner-III, two 400kV and one 765kV double-circuit transmission lines traversing Rajasthan, and associated bay extension works.

Project: Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-1) (Bikaner Complex): Part-D
Scope: Establishing a new 765kV double-circuit transmission line traversing Rajasthan and Uttar Pradesh, along with associated bay extension works.

PGCIL said that the letter of intent was received for the two projects on November 29, 2023 and November 30, 2023, respectively.

Project SPV

According to information available with T&D India, the bid process coordinator (BPC) for both these projects is PFC Consulting Ltd, and the two project SPVs that will house the schemes are “Bikaner III Neemrana Transmission Ltd” for Part A and “Neemrana II Bareilly Transmission Ltd” for Part D. Both the projects have an envisaged implementation period of 24 months. The two projects have an aggregate capital outlay of around Rs.8,000 crore.

All components awarded

As already reported by T&D India, PGCIL had qualified for all the four components (Part A, Part B, Part C and Part D) of the overall project officially termed as “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-1) (Bikaner Complex)”. While PGCIL has won Part A and Part D, as discussed in this story, Sterlite Power recently announced the winning of Part B. Tata Power has been named L1 bidder for Part C.

The overall project “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-1) (Bikaner Complex),” estimated to cost over Rs.13,400 crore, has been grouped into five components – Part A to Part E. While Part A, B, C and D (discussed in this story) will be implemented under the TBCB route, the smallest component, Part E, will be developed by PGCIL under the regulated tariff mechanism (RTM) mode.
