RECPDCL signs MoU with Bihar state transco to encourage TBCB framework

REC Power Development & Consultancy Ltd (RECPDCL) and Bihar State Power Transmission Company Ltd (BSPTCL) recently signed a memorandum of understanding (MoU) to develop intrastate transmission projects through the tariff-based competitive bidding (TBCB) mode.

In a release, RECPDCL said that this strategic initiative is set to create a modern, reliable, and future-ready power transmission network capable of supporting Bihar’s rapidly growing energy demands and accelerating industrial expansion.

 

Key objectives

The collaboration is designed to fundamentally upgrade Bihar’s power architecture. The core focus areas of the MoU include:

  • Grid Modernization: Building a resilient, high-tech network to minimize transmission losses and improve power quality.
  • Transparent Bidding: Leveraging the TBCB mode to ensure cost-effective, competitive, and highly transparent project allocations.
  • Accelerated Execution: Streamlining timelines to fast-track the implementation of critical transmission projects.
  • Private Investment: Encouraging greater private sector participation to bring global best practices and robust funding into the state’s power sector.

 

Efficient power infrastructure

Bihar’s energy minister Shailesh Kumar alias Bulo Mandal, highlighted that this initiative will significantly contribute to Bihar’s industrial growth vision for 2025–30 by ensuring reliable and efficient power infrastructure for upcoming industries.

 

Dignitaries

The high-profile signing ceremony was graced by the Energy Minister, Govt. of Bihar, Shailesh Kumar (alias Bulo Mandal). Also in attendance were key administrative leaders, including Ajay Yadav (IAS), Energy Secretary & CMD of BSPHCL; Prince Dhawan (IAS), Chief Executive Officer, RECPDCL; Rahul Kumar (IAS), Managing Director, BSPTCL, alongside several other senior officials.
