CTUIL approves award of four transmission projects to PGCIL under RTM

Central Transmission Utility of India Ltd (CTUIL) has recently approved the allocation of four interstate transmission system (ISTS) projects to Power Grid Corporation of India Ltd (PGCIL), to be implemented under the regulated tariff mechanism (RTM) framework.

These four projects, with an aggregate estimated cost of Rs.76.41 crore, are spread across the Western Regional (WR) and Eastern Regional (ER) grids.

It may be mentioned that CTUIL is empowered to approve projects with an individual cost of up to Rs.100 crore autonomously. The approval entails both the mode of implementation and selection of the implementing agency.

 

WR projects

The two projects falling under the WR grid are:

  1. Transmission scheme for providing connectivity to RE generation projects at Mandsaur PS
  2. Western Region Bay Scheme-I (WRBS-I) for implementation of two 220kV line bays at Shujalpur PS

The first project has two components. The first involves implementation of one 220kV line bay (on bus section-1) at Mandsaur pooling station (PS) for providing connectivity to the 200-MW renewable hybrid generation station (RHGS) of Hexa Climate Solutions Pvt Ltd. This component is scheduled to commission by June 30, 2028. Similarly, a 400kV line bay will be put up at the same substation for providing connectivity to the 600-MW renewable power project (RPP) of Sprng Green 2 Pvt Ltd. The scheduled commissioning date is December 31, 2029. The two components, estimated to cost Rs.17.66 crore will be implemented by Powergrid Mandsaur Transmission Ltd, a TBCB subsidiary of PGCIL and the owner of Mandsaur PS in Madhya Pradesh.

Under the second project, to be implemented by PGCIL, two 220kV ISTS line bays will be put up at Shujalpur substation of PGCIL in Madhya Pradesh, with a commissioning date of September 30, 2027. These line bays will be used for the LILO of the upcoming 220kV line from Shujalpur (MP) to Narsinghgarh (MP) that is being implemented by state transco MPPTCL, the owner of the Shujalpur (MP) and Narsinghgarh (MP) substations.

 

ER projects

The two ER grid projects are estimated to cost Rs.48.11 crore and will be implemented by PGCIL. One project involves putting up a spare reactor of 765kV, 1×80 MVAR at PGCIL’s 765/400kV Sundargarh substation in Odisha, to be commissioned by December 31, 2027. The second, to be implemented by March 31, 2028, involves installing a new 220/132kV, 1×200 MVA interconnecting transformer (ICT) at PGCIL’s Purnea substation in Bihar. This will be the four such ICT at PGCIL’s Purnea substation.

The two projects are officially termed as “Eastern Region Expansion Scheme-50: Spare reactor at Sundargarh” and “Eastern Region Expansion Scheme-52: Purnea 220/132kV 4th ICT,” respectively.
